BACKGROUND: The property municipally addressed as 324 Old Huron Road is located on the South side of Old Huron Road between Battler Road andTemplewood Drive. The property contains a 1 ½ storey th 19 century stone cottage built in the Georgian architectural style. The stone cottage is a significant built heritage resource.Heritage Planning staff are of the opinion that given the cultural heritage significance of the stone cottage, the property should be designated under the Ontario Heritage Act. REPORT: Identifying and protecting cultural heritage resources within our City is an important part of planning for our future, and of helping to guide change while conserving the buildings, structures and landscapes that give our City its unique identity. The City plays a critical role in the conservation of cultural heritage resources. The designation of property under the Ontario Heritage Act is the main tool that the City has to provide long-term protection of cultural heritage resources for future generations. Designation recognizes the importance of a property to the local community; protects the prope and conservation; and, promotes knowledge and understanding about the property. Designation not only publicly recognizes and promotes awareness, it also provides a process for ensuring that changes to a property are appropriately managed and that these changes respect the A Draft Plan of Subdivision (30T-11202) and Zone Change (ZC11/10/O/BB) application was circulated on October 19, 2011 for the property municipally addressed 324 Old Huron Road. In ë ó ï (HIA) prepared by the Landplan Collaborative Ltd. dated March 16, 2011 was submitted. The HIA concluded that the stone cottage meets the criteria for designation under the Ontario Heritage Act. Intent to Designate under Part IV of the Ontario Heritage Act be considered by Council prior to, or in conjunction with, the Draft Approval of the Plan of Subdivision. As a result, Heritage Planning staff are initiating the process to designate 324 Old Huron Road under Part IV of the Ontario Heritage Act as a means of formally recognizing its significance in the community, and to ensure that future alterations are undertaken in a manner that is sensitive to and respectful of the cultural heritage value of the building. 324 Old Huron Road is recognized for its design, physical, contextual, historical and associative values. The design and physical values relate to the Georgian architectural style that is in good condition with many intact original elements. The contextual value relates to the location of the stone cottage adjacent to the valley landscape. The associative and historic values relate to early settlement, the original owner of the property and the stone cottage building. Additional information about the cultural heritage value of the property can be found in the Statement of ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: Community Priority Quality of Life The City has its own unique culture and heritage. The City has places, spaces and stories that enrich, enlighten, and guide growth and development. These cultural heritage resources are integral to the identity of the City, but they also play a significant role in economic development by helping to enhance quality of life, strengthen distinctiveness, stimulate revitalization and attract tourism. Under the Ontario Heritage Act, the City can designate properties of cultural ensures its conservation for the benefit and enjoyment of present and future generations.As a Quality of Life result, designation supports the Community Priority of the City of Kitchener Strategic Plan. FINANCIAL IMPLICATIONS: N/A COMMUNITY ENGAGEMENT: A courtesy letter was sent by registered mail to the property owner on March 1, 2012 advising of the cultural heritage significance of the property and the proposal to designate the property under Part IV of the Ontario Heritage Act. The property owner conveyed the information to the planning consultant working on the planning applications. The planning consultant has spoken by Council prior to, or in conjunction with, the Draft Approval of the Plan of Subdivision. Section 29(2) of the Ontario Heritage Act requires Council to consult with the Municipal Heritage Committee (Heritage Kitchener) beforegiving notice of its intention to designate a property. Heritage Kitchener will be consulted via circulation and consideration of this report. Members of the community will be informed via circulation of this report to Heritage Kitchener and via formal consideration by Council. In addition, should Council choose to give notice of its intention to designate, such notice will be served on the property owner and the Ontario Heritage Trust, and published in the local newspaper (The Record). Once notice has been served, the owner has a right of appeal to the Conservation Review Board. ë ó î CONCLUSION: Staff are of the opinion that the stone cottage located at 324 Old Huron Road criteria for designation under Part IV of the Ontario Heritage Act, and Ontario Regulation 9/06 with regard to cultural heritage value or interest. The building is: an early example of a stone cottage built in the Georgian architectural style; located adjacent to the valley landscape; and, associated with early settlement and the Wildfong family. The associated Statement of Significance and List of Heritage Attributes are attached to this report. Consequently, City staff recommends that the property be designated under Part IV of the Ontario Heritage Act. The building is situated on a 15.73 acre parcel of land located on the south side of Old Huron Road betweenTemplewood Drive andBattler Road in the Brigadoon Planning Community of the City of Kitchener within the Region of Waterloo. The principal resource that contributes to the heritage value is the stone cottage building. Heritage Value 324 Old Huron Road is recognized for its design, physical, contextual, historical and associative values. The design and physical values relate to the Georgian architectural style that is in good condition with many intact original elements. The stone cottage building features: a symmetrical façade; stone construction, including random-coursed fieldstone walls; door openings, including front door with transom; window openings, including unusually small window openings; vestiges of whitewash under rear porch wall; roof and roofline, including gable roof, roof pitch and return eaves (excluding rear shed dormer); outdoor cellar entrance; and, brick oven in former basement kitchen. The contextual value relates to the location of the stone cottage building adjacent to the valley landscape. The stone cottage building takes advantage of the valley edge over looking Strasburg Creek. The location once provided functional needs (e.g. proximity to water) and now provides views to the valley landscape. The associative and historic values relate to early settlement, the original owner of the property and the stone cottage building. The Wildfong family is associated with early In 1802, Jacob Wildfong travelled to the ë ó ì area along with the Bechtels, the Biehns, the Kinzies, and George Clemens (Bloomfield, 2006; Steckle, 1965). Jacob Wildfong owned 309 acres of property within According to the 1851 census, an earlier house (possibly log) existed on the property but by the 1861 census the current stone house existed on the property (Lythgoe, 2012).By 1823, Joseph Wildfong, son of Scott, 2011). Jacob resided on the property with his first wife Christina Groh and his second wife Elizabeth Stryker (Shantz, 1980). The farm was later taken over by one of , Amos Wildfong (Shantz, 1980). The earlier house was replaced in the 1850s with the existing stone cottage building (Lythgoe, 2012; Scott, 2011).The property remained in the Wildfong family for 85 years until 1887 (Bloomfield, 2006; Scott, 2011). The existing stone cottage building is likely the only remaining building dating from early settlement of the adjacent former hamlet of Strasburg (Scott, 2011).
