BACKGROUND: Woolwich Street between Bridge Street and Bridle Trail was reconstructed in 2011. Through this reconstruction, the width of Woolwich Street was reduced. As a result, in order to ensure emergency service response and two-way traffic, on-street parking regulations will have to be reviewed. REPORT: Currently, on-street parking is permitted on both sides of Woolwich Street between Bridge Street and Hillcrest Lane for a maximum period of three (3) consecutive hours, as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138. Through the reconstruction of Woolwich Street, the roadway width on the section between Bridge Street and Hillcrest Lane was reduced to allow for the appropriate development of curb and gutter and sidewalks. Transportation Services has reviewed this issue including a field investigation, and has concluded that the new roadway width of 6.4m on Woolwich Street limits the safe operations of a vehicle traversing the roadway as well as safe two-way traffic flow. The limited right-of-way in conjunction with the differences in slopes between the private property and the right-of-way restricted the allowable width of the roadway. 8-1 Staff Re~p~r~ ~ITCHt~l4?E~ 1lI~CQStrllfl?'UC~ Se!'VICES fl~p~Cfl?1~11~ www.kitthenerca These extenuating circumstances combined with the required installation of curb and gutter, sidewalks and trees resulted in the atypical width of 6.4m for a minor road. Transportation Services is recommending prohibiting parking at anytime along both sides of Woolwich Street between Bridge Street and Hillcrest Lane to ensure safe emergency service vehicle access, safe access/egress from residential driveways, as well as safe two-way traffic operations on the roadway. It is anticipated that a loss of approximately twenty (20) parking spaces will result from this prohibition. Residents were advised of this proposed parking regulation change through the public meeting, held in 2011 for the reconstruction project. In addition, Transportation Planning notified the affected residents in February 2012 of the proposal to prohibit on-street parking at anytime along both sides of Woolwich Street. No concerns were raised through this notification. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: This initiative falls under the Community Priority of Quality of Life. "Work with partners, including all orders of government, to create a culture of safety in our community." By working with the neighbourhood, on-street parking concerns have been addressed. FINANCIAL IMPLICATIONS: The approximate cost for sign installations for the roadway is $500 and will be taken from the existing sign maintenance budget. COMMUNICATIONS: In 2011, affected residents along Woolwich Street were notified of the proposed parking changes through the reconstruction project's parallel meeting with the local residents. A notice dated February 27, 2012 has also been sent to affected residents advising of the recommended parking changes.
