SPECIAL COUNCIL MINUTES
MAY 7, 2012 CITY OF KITCHENER
A special meeting of City Council was held at 10:34 a.m. this date, chaired by Mayor C. Zehr with all
members present except Councillor P. Singh.
Notice of this meeting had been previously given to all members of Council by the City Clerk pursuant
to Chapter 25 (Council Procedure) of the Municipal Code.
Moved by Councillor B. Ioannidis
Seconded by Councillor S. Davey
“That an in-camera meeting of City Council be held this date to consider two labour relations
matters and a personal matter.”
Councillor J. Gazzola questioned why item 3 listed on the in-camera agenda was being discussed in
closed session. Mayor C. Zehr advised that the item deals with a labour relations matter which is
allowed under the Municipal Act for in-camera discussion. Mayor Zehr added that further discussion
as to appropriateness of this item being discussed in closed can take place in-camera as the first item
of business.

The meeting adjourned at 12:01pm and reconvened at 2:35 p.m., chaired by Mayor C. Zehr with all
members present except Councillor P. Singh.

Seconded by Councillor Y. Fernandes
“That Request for Proposal P12-021, Council Chambers Audio-Visual System Retrofit, be
awarded to Westbury National Show Systems Ltd., at their upset limit of $214,708.99 for
mandatory components and $61,257.00 for optional components as outlined in report FCS-12-
082 plus $4,857.00 unrebated HST; and further,
That $41,174.98 be transferred from the City’s capital contingency account to account
59500755 (City Hall Renovations).”

Seconded by Councillor K. Galloway
“That leave be given the Mover and Seconder to introduce a by-law to confirm all actions and
proceedings of the Council and that the same be taken as read a first, second and third times, be
finally passed and numbered 2012--064 by the Clerk.”
Carried.
On motion the meeting adjourned at 2:36 p.m.
