Proposed Repair of Existing Wood Windows; Proposed New
Wood Storm Windows; and, Proposed Replacement of the
Inner Cement Front Door Surround (Jams and Header)
RECOMMENDATION:
1. That pursuant to Section 33 of the Ontario Heritage Act, Heritage Permit Application
HPA-2012-IV-007 be approved to permit the repair of the existing wood windows and
the installation of new wood storm windows on the house municipally addressed as
279 Glasgow Street in accordance with the plans and supporting information
submitted with the application; and further,
2. That pursuant to Section 33 of the Ontario Heritage Act, Heritage Permit Application
HPA-2012-IV-007 be approved to permit the replacement of the inner cement front
door surround (jams and header) on the front elevation of the house municipally
addressed as 279 Glasgow Street in accordance with the plans and supporting
information submitted with the application and subject to the following condition:
i. That a sample (or samples) of the new concrete be reviewed and approved by
Heritage Planning staff prior to commencement of work.
BACKGROUND:
The Community Services Department is in receipt of Heritage Permit Application HPA-2012-IV-
007. The applicant is seeking permission to repair the existing wood windows, install new wood
storm windows, and replace the inner cement front door surround (jams and header) at the
property municipally addressed as 279 Glasgow Street.

REPORT:
The subject property is located on the south side of Glasgow Street in the Westmount planning
community and is designated under Part IV of the Ontario Heritage Act. The Part IV Designating
By-law indicates that the house is "an excellent example of the Art Deco architectural style" and
"the only example of this style in the City." The entire exterior of the house is described as a
heritage attribute.
The applicant is proposing to repair the existing wood windows, install new wood storm windows,
and replace the inner cement front door surround (jams and header).
The proposal to repair the existing wood windows will involve:
^ removing paint layers;
^ repairing rotten or damaged wood;
^ treating wood;
^ glazing glass;
^ painting windows; and,
^ reinstalling windows.
The proposal to install new wood storm windows will involve:
^ removing the existing aluminum storms;
^ manufacturing new wood storm windows that match the existing windows;
^ treating wood;
^ glazing glass;
^ painting windows; and,
^ installing windows.
It is also important to note that the applicant intends to gradually repair the existing wood windows
and install the new wood storm windows over the next 5 years.
The proposal to replace the inner cement front door surround (jams and header) will involve:
^ removing the existing inner cement front door surround;
^ salvaging the existing inset lights;
^ preparing a sample (or samples) of the new cement for review and approval by Heritage
Planning staff prior to forming and pouring a new custom replica;
^ forming and pouring a new custom replica of the inner cement front door surround (jams
and header);

^ installing the existing lights in the new custom replica; and,
^ installing the new custom replica.
In reviewing the merits of the application, Heritage Planning staff note the following:
^ the repairs will retain ratherthan replace the existing wood windows;
^ the repairs will prolong the lifespan of the existing wood windows;
^ the existing aluminum storm windows are not original;
^ the design of the proposed new wood storm windows will match the existing wood windows
and therefore complement the Art Deco architectural style;
^ the damaged inner cement front door surround (jams and header) will be removed and
replaced with a new custom replica;
^ the existing inset lights will be salvaged and installed in the new custom replica; and,
^ as a whole, the proposed alterations will not detract from the character of the property.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The City has its own unique culture and heritage. The City has places, spaces and stories that
enrich, enlighten, and guide growth and development. These cultural heritage resources are
integral to the identity of the City, but they also play a significant role in economic development
by helping to enhance quality of life, strengthen distinctiveness, stimulate revitalization and
attract tourism. Under the Ontario Heritage Act, the City can designate properties of cultural
heritage value or interest. Designation publicly acknowledges a property's heritage value and
ensures its conservation for the benefit and enjoyment of present and future generations. Its
conservation is regulated by a designating by-law, which provides a statement of significance
and lists specific heritage attributes. Proposed changes that may impact the statement of
significance and heritage attributes require an approved Heritage Permit Application. As a
result, Heritage Permit Applications support the Quality of Life Community Priority of the City of
Kitchener Strategic Plan.
FINANCIAL IMPLICATIONS:
None.
COMMUNITY ENGAGEMENT:
Section 33(4) of the Ontario Heritage Act requires Council to consult with the Municipal Heritage
Committee (Heritage Kitchener) before consenting to a Heritage Permit Application, consenting
to a Heritage Permit Application on terms and conditions, or refusing a Heritage Permit
Application. Members of the community will be informed via circulation of the report to Heritage
Kitchener and via formal consideration by Council.
