SUBJECT:
REQUEST FOR REDUCED FEE – JOSEPH SCHNEIDER
HAUS-HEART AND HAND FESTIVAL-SEPTEMBER 22,
2012
RECOMMENDATION:
That the licence fee for the Heart and Hand Festival on September 22, 2012 taking place
at the Joseph Schneider Haus be reduced to $48.20.
BACKGROUND:
Chapter 549 (Itinerant-Temporary Vendor Permanent-Temporary Markets) of the Municipal
Code states in Section 549.1.5 that a Temporary Retail Market Licence is required for a show
with 5 or more vendors selling their own goods or services. The licence fee is $482.00.
Chapter 501 (Business Licence fees) states in Section 501.2.5 that where an application is
made for a licence by a recognized, registered bona fide charitable organization, the fee to be
paid shall be 10% of the fee that would otherwise be payable.
A request has been received from Antoinette Duplessis, Assistant Curator of Joseph Schneider
Haus requesting Council reduce the required licence fee of $482.00 to the nominal fee of
$48.20.
REPORT:
The Heart and Hand Festival event on Saturday, September 22, 2012 will involve approximately
20-25 vendors selling crafts and offering unique items for sale. The sale will take place outside
on the museum grounds. The museum will raise funds by renting tables and spaces to the
vendors and each vendor will sell their goods, retaining all monies from the sale.
In regards to this request the “charitable” provision does not apply as Joseph Schneider Haus is
not registered as a “charitable” organization and all vendors will be retaining their own proceeds.
However, Council has approved this request for the past several years, except in 2003 when the
full licence fee was required.

make Kitchener an exciting and vibrant city to live in and raise a family.

Business licence revenue will be reduced by $433.80.
