REQUEST FOR REDUCED FEE – FIRST PEOPLE’S
FESTIVAL – SEPTEMBER 30, 2012
RECOMMENDATION:
That the licence fee for the First People’s Festival on September 30, 2012 taking place at
the Waterloo Region Museum be reduced to $48.20.
BACKGROUND:
Chapter 548 (Itinerant-Temporary Vendor Permanent-Temporary Markets) of the Municipal
Code states in Section 549.1.5 that a Temporary Retail Market Licence is required for a show
with 5 or more vendors selling their own goods or services. The licence fee is $482.00.
Chapter 501 (Business Licence fees) states in Section 501.2.5 that where an application made
for a licence by a recognized, registered bona fide charitable organization, the fee to be paid
shall be 10% of the fee that would otherwise be payable.
A request has been received from Wendy Connell, Supervisor of Programs, Waterloo Region
Museum requesting Council reduce the required licence fee of $482.00 to the nominal fee of
$48.20.
REPORT:
The First Peoples Festival event on Sunday, September 30, 2012 will involve approximately 2
food vendors and 15 vendors selling First Nations, Inuit and Metis arts and crafts. The sale will
take place on the museum grounds. The museum will raise funds by renting tables and spaces
to the vendors and each vendor will sell their goods, retaining all monies from the sale.
In regards to this request the “charitable” provision does not apply, as each merchandise vendor
will keep the proceeds from any sales they make. However, Council has approved similar
requests for the past several years for similar events.

Business license revenue will be reduced by $433.80.
