EXECUTIVE SUMMARY: In April 2010, the City of Kitchener appointed SNC - Lavalin Inc. as the City's consultant to complete the Strasburg Road Extension from Rush Meadow Drive to New Dundee Road project in two phases. The first Phase of the project is the Detail Design of the Strasburg Road Extension from Rush Meadow Street to Robert Ferrie Drive and the second phase of the project is the Class Environmental Assessment (EA) study for the extension of Strasburg Road from north of Stauffer Drive southerly to New Dundee Road. Based on an assessment completed by the Consultant Team, the Project Team established for the study has selected a Technically Preferred Alignment for the Strasburg Road Extension from north of Stauffer Drive to New Dundee Road. The process and study details are documented in the Draft Environmental Study Report for public review and comments. 2 -1 BACKGROUND: The Transportation Planning and Engineering Study for the Huron Industrial Development (1981) identified and established transportation infrastructure requirements, with a focus on the development of a secondary arterial road network and the provision of rail and public transit service to the area. The associated Huron Business Park Secondary Plan (1981/1983) established the new Strasburg Road as a Secondary Arterial Road, and confirmed the preferred alignment of Strasburg Road to a point approximately 500m north of Stauffer Drive. In 1982 and 1983, City Council approved the Strasburg Road Extension alignment from Huron Road southerly to approximately 500 m north of Reidel Drive. These studies, Official Plan Amendments, or Secondary Plans, were not appealed to the OMB under the Planning Act. Further, In June 27, 1994 and June 21, 2004, Council reconfirmed the Strasburg Road alignment from Huron Road to Street A (Robert Ferrie Drive). As such, the City and other government agencies accepted this as the final alignment and approved the subdivisions and zoning change applications. Further, subsequent development (including the Brigadoon Community, Doon South and Huron Community Plan) and road network improvements have proceeded on the basis of this alignment for the Strasburg Road Extension. Please refer to the city website for more detailed information associated with this process, http: / /www.kitchener.ca /en /businessinkitchener /Environmental assessments.asp Strasburg Road has been constructed from Bleams Road to Rush Meadow Drive. In 2004 the sanitary sewer, watermain and a culvert was constructed along Strasburg creek in anticipation of the extension of the Strasburg Road. In 2010, the City initiated the Strasburg Road Extension from Rush Meadow Drive to New Dundee Road project in two phases. The first Phase of the project is the detail design of Strasburg Road extension from Rush Meadow Street to Robert Ferrie Drive, and the second phase of the project is the Class Environmental Assessment (EA) study for the extension of Strasburg Road from north of Stauffer Drive southerly to New Dundee Road. REPORT: The Environmental Study Report (ESR) for the Strasburg Road Extension from North of Stauffer Drive to New Dundee Road has been completed in accordance with the Municipal Engineers Association Municipal Class Environmental Assessment (October 2000, as amended in 2007) ( "Municipal Class EX) and has followed the Schedule C process for this project. I to 40M gGVeFRFneRt , : [Note: text removed on direction by Council at the May 14, 2012 meeting.] • Phase 1 - Identification of problem or opportunity, • Phase 2 - Alternative planning solutions to address the problem or opportunity, • Phase 3 - Alternative design concepts for the preferred planning solution, • Phase 4 - Documentation of the study results (preparation of Environmental Study Report), • Phase 5 - Prepare Detail Design, proceed to construction /operations, and monitoring of environmental provisions and commitments. For more detailed information about the Municipal Class EA process, please refer to Section 2.0 in the ESR. 2-2 The general study area for the Municipal Class EA of the Strasburg Road Extension is shown in relation to the overall proposed extension of the roadway between Rush Meadow Street and New Dundee Road in Figure 1. The study area is generally bounded by the Region of Waterloo's proposed Countryside Line, Reidel Drive and the Doon South Community to the east; New Dundee Road to the south; Lot 6 Beasley's New Survey and Lot 4 Biehn's Tract to the west; and Lots 10 and 11 Biehn's Tract to the north. Figure 1 - General Study Area for the Strasburg Road Extension Class EA 2 -3 In April 2010, the City of Kitchener appointed SNC- Lavalin Inc. (SLI) as the City's consultant to complete the Strasburg Road Extension from Rush Meadow Drive to New Dundee Road project in two phases. The first phase of the project is the Detail Design of the Strasburg Road Extension from Rush Meadow Street to Robert Ferrie Drive, which is not the subject of this environmental study report. The second phase of the project is the Class Environmental Assessment (EA) study for the extension of Strasburg Road from north of Stauffer Drive southerly to New Dundee Road. SLI was retained to lead the Class EA study. In order to guide the consultant and review the day -to -day project requirements, a Project Team was established that included the Consultant Team, staff from the City's Planning, Engineering, Operations and Transportation Planning Divisions, Region of Waterloo Planning, Transportation & Environmental Services and Water Services staff, and Grand River Conservation Authority staff (Resources planning, Ecology, Aquatic Biology and Water Resources Engineering). The nine alternatives were categorized under three series, based on geographical location, as described below and shown in Appendix A of this report: East Alignments (E1, E2, E3, E4) — These alignments are based on the Strasburg Road Extension designated in the Kitchener Municipal Plan (which is retained as an option). They reduce impacts to the B &B /agicultural operation to east side of property (compared to the Municipal Plan alignment), avoid the Stauffer Woods ESPA; retain the Reidel Drive scenic - heritage route; and /or relocate the existing Reidel Drive - Cameron Road /New Dundee Road intersection to a location that may provide better sight distance. • Central Alignments (C1, C2) — These alignments limit impacts to the B &B /agricultural operation to west side of the property; and /or relocate the existing Reidel Drive - Cameron Road /New Dundee Road intersection to a location that may provide better sight distance. West Alignments (W1, W2, W3) — These alignments minimize or avoid impacts to the B &B operation, most sensitive groundwater recharge area; the Blair Swamp and large woodlot at the west end of the stream corridor; and /or relocate the existing Reidel Drive - Cameron Road /New Dundee Road intersection to a location that may provide better sight distance. It is important to note that there are two future east -west collector roads (Robert Ferrie Drive and Blair Creek Drive), as shown in the designated road network presented in Figure, Appendix A, that will intersect with the Strasburg Road Extension alignment and must be accounted for in the development and assessment of the alignment alternatives. It is expected that the exact alignment of future Robert Ferrie Drive and Blair Creek Drive will be determined through the plan of subdivision process. The alignments of these roads adopted for this Class EA, shown as dashed grey lines on the alignment figures below, reflect the best current information available to the Project Team and were deemed to represent reasonable assumptions. An evaluation matrix was also created to evaluate each option according to the following main criteria, and the long list of 9 alignment alternatives was screened to arrive at a list of 5 short - listed alignments (refer to Appendix B of this report): a) Natural Environment: - Terrestrial Ecosystems including Species at Risk, Aquatic Ecosystems including Species at Risk, Groundwater Resources, Surface Drainage b) Socio- Economic Environment:- Land use, Communities, Noise c) Cultural Environment:- Archaeological Resources, Heritage Resources etc d) Transportation /utilities:- Transportation Network/Infrastructure, Municipal Services and Other Utilities; e) Financial /Technical 2 -5 For more information about this analysis please refer to Section 4.0 of the ESR document The Consultant Team further developed a detailed evaluation matrix and assessed the five short- listed alternatives. The results of the detailed assessment were provided to the Project Team in the form of reference documents and a presentation in September 2011. Then a Project Team workshop was held, wherein the detailed assessment was presented to the Project Team by various Consultant Team discipline specialists to ensure that all Project Team members gained a full appreciation of the potential advantages and disadvantages associated with the alignment alternatives. The identified advantages and disadvantages were then enumerated by the full Project Team and round table discussion ensued to select the Technically Preferred Alignment. The Technically Preferred Alignment (refer Appendix C of this report), was presented at the third public information centre to obtain the comments from the property owners, public and agencies. All the details including the preliminary design of the Technically Preferred Alignment are included in the Draft ESR. The Technically Preferred Alignment has been developed to the Preliminary Design level of detail, including all road geometry, cross - sections, drainage and stormwater management strategy, municipal services and other utilities, and intersection design. In the latter regard, roundabouts are proposed on the new Strasburg Road Extension at the intersections with existing New Dundee Road and future Blair Creek Drive and Robert Ferrie Drive. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: The Strasburg Road Extension project is aligned with the City of Kitchener strategic plan; refer to strategic plan document, community priorities — Development sections 1 & 3. Further, this project is also one of the priority projects identified in the Kitchener Growth Management Plan as it provides service to lands identified as Priority B. COMMUNITY ENGAGEMENT: As part of this Class EA project, three (3) Public Information Centres were conducted to provide the public, agencies, stakeholders, interested and affected parties with an opportunity to review and comment on the study findings including preferred alternative, along with the other alternatives considered. The direct mail -outs, along with the newspaper advertisement advising the public and property owners of the project commencement and the Public Information Centres, provided a project overview, as well as contact names and information for those interested. Furthermore there were many project meetings conducted to discuss specific issues with stakeholders and affected landowners. The City staff and consultant also presented the study findings to the Environmental committee and Heritage committee to obtain their valuable input. Public Information Centre (PIC) # 1 was held on Thursday, June 10, 2010 with 78 people attending. The purpose was to present the study scope and objectives in relation to a draft Problem Statement, outline the technical investigations that will be conducted, provide information on the proposed communications plan, identify preliminary criteria for assessing the project alternatives, and provide an opportunity for public and government agency review and comment. Public input was used to refine the Evaluation Criteria and the scope of investigations and to develop and the screen the initial set of alignment alternatives. PIC # 2 was held on Wednesday, June 1, 2011 with approximately 70 people attending. All nine (9) alternatives where presented at the second public information for comments. The Project Team screened all nine alternative based on the above criteria and short - listed five (5) alternatives alignment for further analysis and for public and agencies review and comments. The short - listed five alternatives are shown in Appendix B of this report. The purpose was to 2 -6 report on study progress, present the route alignment alternatives that have been developed and the short list of alignment options proposed for more detailed study, and provide an opportunity for public and government agency review and comment. The Project Team also received comments on the segment of the Strasburg Road Extension between Rush Meadow Street and north of Stauffer Drive (North Section). These comments have been considered as part of the Detail Design work for that segment of the roadway extension. A more detailed summary of comments received and responses provided is presented in the Consultation Record in the draft ESR. Public Information Centre No. 3 was held on Wednesday, October 26, 2011, where approximately 125 people attended and written comments were received from 35 people. The purpose of the information centre was to report on study progress, present the assessment of the short- listed alignment alternatives, identify the Technically Preferred Alignment, and provide an opportunity for public and government agency review and comment. Public input was used to refine the Technically Preferred Alignment and develop it to the Preliminary Design level of detail, including development of mitigation strategies and treatments. In all cases, the Project Team addressed comments and questions verbally, provided written responses to all written comments received and posted information on the City's Environmental Assessments website. A more detailed summary of comments received and responses provided is presented in the Consultation Record of the draft ESR. The Draft ESR will be available on City's website and on the following locations for public review: - Pioneer Park Community Library — 150 Pioneer Drive, Kitchener - Mayor's Office, City Hall, 2nd Floor - City's Clerks Offices, City Hall, 2nd Floor - Engineering Services Division, City Hall, 9th Floor - Copies of the draft ESR are available in either color hard copy (for $500) or in DVD format (for $150). - Web Site: - ww. kitchener .ca /en /businessinkitchener /Environmental assessments. asp. The City is planning to present the intersection options, which includes roundabout details and analysis, at an open house information centre on September 12, 2012. The information centre will be conducted at the following location: - Doon Pioneer Park Community Centre — 150 Pioneer Drive, Kitchener A formal advertisement and letters will be sent at the end of August to inform the public, agencies and affected landowners about the above public information centre. FINANCIAL IMPLICATIONS: Strasburg Road Extension was fully funded through the Development Charges. This project was identified in the City's 2004 and 2009 Development Charge Background studies and is required to support the developments within this area. 2 -7 CONCLUSION: SNC- Lavalin has compiled the Draft Environmental Study Report (ESR), including all the sub consultants' reports, public comments received, detailed evaluation of alternative alignments, and description of recommended design and mitigation measures. The Technically Preferred Alignment being recommended in the ESR is Alignment E4 Modified as identified in Appendix C of this report. The Environmental Study Report is available for public review at various locations and at the City's website. Staff recommend that the public be requested to submit their comments by September 26, 2012. City staff are anticipating that the Project Team will provide a detailed response to the comments received by end of October, 2012. Further, staff will bring a report to a special meeting of Planning and Strategic Initiatives Committee on Tuesday November 27, 2012 to discuss the comments received from the public and various agencies. At this time Council can decide whether the ESR should be filed with Ministry of Environment for the 30 day mandatory public review period.
