GUIDELINES AND APPLICATION INSTRUCTIONS
The Ministry of Community Safety and Correctional Services (MCSCS) is pleased to present the Safer and
Vital Communities (SVC) Grant information package. The package outlines the grant process and
contains information on the eligibility criteria, an application form, and a detailed budget sheet for your grant
project. You must complete all sections of the application and budget form. It is important to provide a
sufficient amount of detail in your application so that an accurate assessment of your proposal can be made.
THEME
As you may know, MCSCS recently released Crime Prevention in Ontario: A Framework for Action, attached
for your reference. This publication outlines the importance of crime prevention and specifically discusses:
o The nature and extent of crime in Ontario
o A definition and explanation of crime prevention
o A rationale for engaging in crime prevention
o Ontario’s partners in crime prevention
o Ontario’s resources
o Opportunities for strengthening crime prevention in Ontario
o Ontario’s way forward, and
o The risk and protective factors associated with crime.
The main goals of this publication are: to generate community dialogue, support and involvement in crime
prevention through social development; to encourage communities to discuss the creation and enhancement
of multi-disciplinary crime prevention councils and groups at the local level; and to encourage communities to
identify promising local crime prevention practices that can be leveraged and extended.
To follow up on the recent release of Crime Prevention in Ontario: A Framework for Action, the Ministry is
seeking proposals that focus on addressing a specific crime issue through a multi-disciplinary approach.
Community organizations that apply must partner with police and with other organizations in the education,
health, government, or community sectors to undertake local crime prevention projects. Proposals must:
o Focus on addressing one or more of the risk factors outlined in Crime Prevention in Ontario:
A Framework for Action (pages 31-32),
o Focus on one of the three target groups outlined in Crime Prevention in Ontario: A
Framework for Action (pages 27-29), and
o Relate directly to the Pillars and the Guiding Principles outlined in Crime Prevention in
Ontario: A Framework for Action (pages 24-26).
Applicants are required to work together with police and other partners in an integrated fashion to create
local responses and address local issues with the ultimate goal of preventing and reducing crime and
associated victimization of specific target groups in Ontario.

The Safer and Vital Communities Grant is open to:
Community-based, not-for-profit incorporated organizations
Community-based, not-for-profit organizations/groups sponsored by incorporated organizations
First Nations Chiefs and Band Councils
Incorporated Organizations
Organizations that are incorporated MUST include proof of incorporation.
Non-incorporated Organizations
Organizations that are not incorporated MUST be sponsored by an incorporated organization and must
include a letter of confirmation from their sponsor along with their application. The letter must detail the

ELIGIBILITY CRITERIA
The following criteria must be met in order for your application to be considered for funding.

as applicable. A letter indicating local police involvement in your project must be submitted.
Please note that this is a requirement and applications will not be considered unless the letter is
submitted by the application deadline. Additional letters of reference from partners on the
project are recommended but not required. These letters should detail the nature of the
partnership and what role the partner will play in project development and/or delivery.
Project Timeline: Funding is provided on a one-time basis only. Projects must have a start date
and an end date (e.g. July 1, 2012 to March 31, 2013). All funds must be spent by March 31,
2013.
Funding Amount: Organizations may not request more than $35,000 in funding. An in-depth
description of all budget items must be provided.
Allowable Expenses:
The grant will not cover expenses related to your organization’s ongoing operational
costs, equipment, programs or services.The grant can only be used to cover costs
associated with the development and/or implementation of the project.

Administrative costs must be capped at 5% of the total amount requested. You must
provide a detailed explanation of the nature of the administrative costs and how these
relate to the project you will deliver. If the administrative costs exceed 5%, they will
automatically be reduced to 5% of the project costs.
Equipment costs must be capped at 10%. You must provide a detailed explanation of
how the equipment costs relate directly to the project. If the equipment costs exceed
10%, they will automatically be reduced to the appropriate amount. Where appropriate,
equipment must be leased.

Hospitality costs relate exclusively to costs for participants and receipts are required for
all funds spent. Acceptable hospitality costs include:
the provision of refreshments to program participants in events which are necessary
for the effective delivery of the program, and
transportation to and from events for program participants.
Please note that if you are eligible to receive a tax rebate, credit or refund, these HST
amountscannot be claimed as eligible expenses on your budget and must be accounted
for.

Insurance: Organizations must have comprehensive general liability insurance of a minimum of
two million dollars.Proof of insurance, including a specific clause of indemnification for the
Ministry of Community Safety and Correctional Services (MCSCS) must be submitted before
funding is provided.
Multiple Applications: Organizations may only submit ONE application.
Please Note: It is your responsibility to provide ALL supporting materials. Your proposal will be considered
incomplete and cannot be considered for grant funding if additional information requested by the Ministry is
not provided by the application deadline of June 25, 2012.

APPLICATION REVIEW
TheSafer and Vital Communities Grant Review Committee, comprised of representatives from within and
outside the Ministry, will review all eligible proposals and make recommendations on project proposals to the
Minister of Community Safety and Correctional Services. The Ministry will notify all applicants of its decision
in writing in August 2012.

Outcomes are specific results that occur as a result of meeting objectives. Example: GOAL - Reduce violence among children;
OBJECTIVE – Provide aggression-management counseling to 25 children/youth; OUTCOME – Reduction in incidents of aggression
among children.

CONTRACTUAL AGREEMENT
As part of the terms of funding, the Ministry will enter into a contractual agreement with those organizations
approved for funding. Standard government procedures regarding grants will be followed. Funds will only
be released to the organization aftera contract is signed between the organization and the Ministry. The
grant must be used in Ontario for the purposes described in the application and according to the terms of the
contractual agreement. If your organization is approved for funding, a copy of your grant
application/proposal will form part of the funding agreement with this Ministry. Successful applicants will be
required to acknowledge that the funds are for a one-time only specific project and they will not be eligible for
future funding for the same project.
REQUIRED DOCUMENTATION
Application submission is a three step process. All three steps must be completed.
1. An electronic version of the application must be submitted by saving the completed form to your
computer and then attaching the application to an email. This file must be emailed no later than
June 25, 2012. Please do not email a scanned version of the application. For technical assistance
on how to submit the application please refer to the attached document, “SVC – Technical
Guidelines.” The email must be sent to:

a. printing and signing the completed application form, then scanning it and emailing the scan

b. emailing the completed application form to the email address above with an electronic

3. All supporting documentation, letters of support and additional information must be submitted no
later than June 25, 2012. These can be scanned and sent via email OR sent in hardcopy by mail
(no later than June 25, 2012).

ORGANIZATION AND PROJECT NAME IN THE SUBJECT LINE.

Please ensure that before submitting your application to the Ministry, you have included all of the
following:
Proof of incorporation
– We require a copy of your incorporation documents. A copy of your
registration as a charity is not acceptable.
Sponsor letter –
If you are not incorporated, please provide a letter from your sponsor
organization indicating the sponsor organization’s commitment to enter into a contractual

agreement with the Ministry on behalf of the applicant, as well as the sponsor organization’s
proof of incorporation.
Police letter of support
– The letter should indicate how your local police service will support
and/or be involved in your project.
Governance structure
– The Ministry requires a governance structure of your organization.
This may be a list of the board of directors or an organization chart outlining the structure of your
organization.
Job description
– If your organization has requested funding for personnel, please provide a
job description of the personnel for which the funding is being requested.
Proof of Canadian Financial Institution
– You must provide proof that the bank account you
will be using resides ataCanadian financial institution.
If any of the above mentioned documents are not included along with your application, your application
will be deemed ineligible and will not be reviewed.

The Ministry encourages organizations to e-file (file electronically), as these forms can be completed and
