T12-016 – Fire Truck Pumper / Tanker
RECOMMENDATION:
Metz Fire & Rescue,
That Tender T12-016 – Fire Truck Pumper / Tanker, be awarded to
Guelph, Ontario,
at their tendered price of $566,259.71, plus H.S.T. of $73,613.77, for a total of
$639,873.48.
BACKGROUND:
This unit will replace truck #4527, as approved for replacement in the 2012 Fire Department
Fleet Capital Forecast. To ensure our trucks are ready for any emergency situation the
Kitchener Fire Department specified bids from manufacturers that build fire trucks in their
entirety in-house. The fire department then only has one point of contact for warranty issues,
malfunctions, operational damage, and parts replacement which reduces downtime of the fire
truck.
A complete in-house fabrication facility is a manufacturer that builds the complete vehicle ie;
engineered drawings, manufactured and painted chassis, cab, body, and insulation of
associated equipment and electrical systems at one facility. There are currently four
manufactures that meet this requirement.
REPORT:
Tenders were advertised publicly in The Record, on the City of Kitchener website and the
Internet through the Ontario Public Buyers Electronic Tendering Information System.
Documents were downloaded by eleven (11) interested parties, and by the closing date of
Thursday April 26, 2012, five (5) tenders had been received.
Tenders were reviewed by G.Mann, Deputy Fire Chief, D.Coghlin, Master Mechanic - Fire, who
concur with the above recommendation.

The lowest bid submitted by Arnprior Fire Trucks Corporation was declared non-compliant for
the following reasons:
Not a complete in-house fabrication facility
No authorized emergency vehicle repair facility locally as specification required
The engine and transmission did not meet specification
Does not have frontal air bags as specification required
The cab and chassis is not a severe duty as specification required
Fire pump size 3000 Lpm, not 5000 Lpm as specification required
The second lowest bid submitted by Dependable Emergency Vehicles was declared non-
compliant for the following reasons:
No frontal air bags as specification required
Rear tires are smaller than specification required
HVAC is not multiplex as specification required
The Kitchener Fire Department specifies the need for the tanker apparatus to be

multiplexed. Multiplex is a means of transmitting multiple signals over one line.
Traditional electrical systems have hundreds of wires along the frame and
through the cab and body making it difficult to install new components and
trouble shoot existing ones. Multiplex systems reduce the number of wires and
assists in diagnosing electrical issues, reduces maintenance time and labour
costs. This system also provides a single location for the operator to manage all
vehicle functions.
Overall length exceeded the spec of 38’
The Kitchener Fire Department specifies the need for the tanker apparatus to be

no greater than 38 feet in length. This overall length provides maneuverability
around buildings, on narrow city streets, traffic circles, and access to rural
laneways, etc. Shorter apparatus also serves to reduce tail swing and potentially
reducing collisions with other vehicles and/or objects.

FINANCIAL IMPLICATIONS:
The net cost for this tender (A) submitted by Metz Fire & Rescue / KME is fair and reasonable
for a purchase of this scope and the upset limit is within the budget allowance (B) provided for
the replacement of this unit.
Funding for this equipment was included in the 2012 Fire Department Fleet Capital Forecast.
The estimated surplus for this tender (D) will remain within the Fire Equipment Reserve Fund to
fund future equipment purchases.
