T12-045 – One (1) Six Wheel Street Sweeper with a 3.3
Cubic Metre (4.5 Cubic yd.) Variable High Side Dump
Debris Hopper
RECOMMENDATION:
That Tender T12-045 – One (1) Six Wheel Street Sweeper with a 3.3 Cubic Metre (4.5 Cubic
Joe Johnson Equipment Inc.,
yd.) Variable High Side Dump Debris Hopper, be awarded to
Innisfil, Ontario,
at their tendered price of $236,315., plus H.S.T. of $30,720.95, for a total of
$267,035.95.
BACKGROUND:
This unit will replace 231451 at Operations, as approved for replacement in the 2012 Annual
Fleet Equipment Review.
REPORT:
This Tender was advertised publicly in The Record, on the City of Kitchener website and the
Internet through the Ontario Public Buyers Electronic Tendering Information System.
Documents were downloaded by five (5) interested parties, and by the closing date of Thursday

April 26, 2012, three (3) tenders had been received.
Tenders were reviewed by M. Born, Manager of Fleet, who concurs with the above
recommendation.
The following tenders were received:

Nexgen Municipal Inc. Burlington ON $ 247,063.20
Amaco Construction Equipment Inc. Mississauga ON $ 263,460.63
Joe Johnson Equipment Inc. Innisfil ON $ 267,035.95 *
The two (2) low bids did not meet the required specifications and were rejected.

Nexgen Municipal Inc. provided a single engine sweeper, not a dual engine sweeper as
requested. With a single engine sweeper the one engine must drive the vehicle and turn the
brooms. When on hills there may not be enough power to move the vehicle and keep the
brooms spinning properly.
Amaco Construction Equipment Inc. was unable to provide a demo unit. The unit offered did
not meet specification for brooms that automatically lift when the unit is placed in reverse. If the
booms are not lifted when the unit is placed into reverse the slip soles, brooms and the
conveyor, may be damaged.

The City of Kitchener’s purchasing policies and practices ensure openness, fairness and
transparency in the procurement of goods and services.
FINANCIAL IMPLICATIONS:
The net cost for this tender (A) submitted by Joe Johnson Equipment Inc., is fair and reasonable
for a purchase of this scope and the upset limit is within the budget allowance (B) provided for
the replacement of these units.
Funding for this equipment was included in the 2012 Fleet Equipment Purchases capital budget.
The estimated surplus for this tender (D) will remain within the Equipment Reserve Fund to fund
future equipment purchases.
