T12-039 – Cured In Place Sanitary Sewer Lining
RECOMMENDATION:

That Tender T12-039 – Cured In Place Sanitary Sewer Lining, be awarded to
Technologies Limited, Hamilton, Ontario
at their tendered price of $338,881.50., including
provisional items and contingencies of $98,495., plus H.S.T. of $44,054.60, for a total of
$382,936.10; and further,
That the Mayor and City Clerk be authorized to execute an agreement satisfactory to the City
Solicitor.
BACKGROUND:
The work required under this contract consists of trenchless rehabilitation of existing
deteriorated sanitary sewers using a method called Cured In Place Pipe Lining (C.I.P.P Lining).
Subsequent to the CCTV camera inspections of sanitary sewers, a priority list of the
deteriorated sanitary sewers has been created by City staff. Staff reviews the available data to
determine the rehabilitation method for deteriorated sewers. The sanitary sewers selected for
trenchless rehabilitation, under this contract, have met the criteria for the Cured In Place Pipe
Lining.
The administration, design and tendering of this project has been completed by City staff, the
construction administration and inspection of this project will be completed by City staff as well.
Cured In Place Pipe Lining is a continuous polyethelene liner that relines the existing sanitary
sewer with a liner that securely bonds to the existing pipe. The new liner gives the old pipe new
structural integrity that prolongs the life expectancy of the old pipe by up to 50 years. Once the
new liner has been installed, all of the service laterals will be drilled out by robotic drills to
restore the connections with the sanitary sewer. This method of construction requires no open
cut digging and can be completed without any major disruptions to the traffic and local access.

REPORT:
Tenders were advertised publicly in The Record, the Daily Commercial News, on the City of
Kitchener website and the Internet through the Ontario Public Buyers Electronic Tendering
Information System. Documents were picked up by five (5) interested parties, and by the
th
closing date of Thursday, May 24, 2012, three (3) tenders had been received.
The tenders were reviewed by B. Bishop, Project Manager, Engineering Construction, who
concurs with the above recommendation.

All bids received were higher than the Engineering estimate and 2011 lining contract by a range
of 29% - 31%. To ensure enough funds are in the trenchless budget for the Cured in Place
Lining Contract and the 2012 Pipe Bursting Contract, tender item quantities have been reduced
by $43,988.50 to bring the projected costs within the available trenchless funds.
The impact of this adjustment is that two sanitary lining sections may have to be differed to
2013. The streets to be differed under the 2012 program would be Kipling Avenue and
Woodhaven Road.
All Submitted bids have been analyzed again by the City Staff, with adjusted tender quantities to
confirm that the order of bids remain unchanged. The estimated surplus of $188,057.91 will
remain within the trenchless budget for the Pipe Bursting Contract T12-055, internal order
number 52000530.
