RECOMMENDATION:
That Expression of Interest E11-088 – Consultant Services – Freeport Sewage Pumping
MTE Consultants Inc., Kitchener, Ontario
Station, be awarded to at their estimated fee of
$646,189.50, including contingencies of $58,744.50 plus H.S.T. of $84,004.64, for a total of
$730,194.14, based on a satisfactory contract being negotiated and upset fee being
established; and further,
That the Mayor and City Clerk be authorized to execute an agreement satisfactory to the City
Solicitor.
BACKGROUND:
The FSPS is located at 3563 King Street East, Kitchener near the Freeport Hospital Long Term
Care Facility. FSPS has reached its rated capacity and as a result, development within the
Freeport area has temporarily been put on hold. An ESR has been completed by AECOM in
November 2010 and report was approved by council. The upgrades to the existing pumping
station and forcemain will be completed as recommended in this report.
The existing capacity of the FSPS is 113 l/s and will be designed to ultimate capacity of 290 l/s,
so future stages of implementation will only require equipment modifications/upgrades and
replacement as development necessitates. The upgrades will include removing a portion of the
existing equalization basin and building the new station adjacent to the remaining tank. The
remaining tank will be utilized as the emergency storage tank which has sufficient capacity to
provide 1-hour emergency storage (to be analyzed and confirmed by successful Consultants).
Once the new station is commissioned, the existing station will be demolished and
decommissioned.
The selected consultants as part of FSPS upgrades will also complete preliminary
analysis/design of the recommended forcemain alignment or a new alignment may be analyzed
based on the Region of Waterloo’s River Road Extension project. The preliminary design will be
used to design/select the appropriate pumps. The new alignment will utilize 2-350mm inside
diameter forcemains that will outlet to the Wabanaki Drive road extension. The entire forcemain

is recommended to be designed within existing roadways with the exception of 200 meters
along Hidden Valley Road near Hidden Valley natural area with crossing under highway. The
plan and profile for the proposed alignment will be prepared. The pumping station upgrades
have to accommodate the ultimate population within the FSPS catchment area.
REPORT:
In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of
Professional Services/Consultants, a Consultant’s Review Committee was established
consisting of M. Memon, Design and Construction Engineer, B. Korah, Manager, Development
Engineering, B. Dubrick, Operations Supervisor and L. Gordon, Director of Supply Services.
Expressions of interest were advertised publicly in The Record, on the City of Kitchener website
and on the internet through the Ontario Public Buyers Association Electronic Tendering
Information System relative to this project. Documents were downloaded by thirty-two (32)

interested parties, and by the closing date of Tuesday December 15, 2011, eleven (11)
responses had been received.

The review committee met on Tuesday, January, 24, 2012, to review the submissions and a
shortlist of four (4) candidates was selected for further interviews. The Committee met on

Thursday April 12, 2012, to interview the shortlisted candidates. The Committee elected to
award the project to MTE Consultants Inc., Kitchener, Ontario.

The current surplus has arisen due to the phasing in of the project’s budget over many years as
a result of the smoothing of the cashflow for the development charge reserve. As such, the
