ON-STREET PARKING REGULATIONS – FALLOWFIELD
DRIVE
RECOMMENDATIONS:
That parking be prohibited at any time on the north side of Fallowfield Drive from
Block Line Road to a point sixty (60) metres west of Britton Place; and further,
That the Uniform Traffic By-law be amended accordingly.
BACKGROUND
:
Fallowfield Drive between Block Line Road and Britton Place currently retains
residential development to the south and undeveloped lands to the north. In response to
an identifiable operational concern and in order to ensure the safe operation of two-way
traffic and emergency vehicle access, on-street parking regulations will have to be
reviewed.
REPORT
:
Currently, on-street parking is permitted on both sides of Fallowfield Drive between
Block Line Road and Britton Place for a maximum period of three (3) consecutive hours,
as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138.
Transportation Services has received a request to review the existing parking
regulations on Fallowfield Drive, in the area of the roundabout at Block Line Road. This
request cited that vehicles parked on the north side of Fallowfield Drive restricted safe
sightlines when approaching the roundabout and recommended that parking be limited
to one side of the roadway in this area.

Transportation Services has reviewed this issue including a field investigation, and has
concluded that insufficient sightlines can exist with vehicles parking on the north side of
Fallowfield Drive approaching the roundabout at Block Line Road.
Transportation Services is recommending prohibiting parking at anytime along the north
side of Fallowfield Drive from Block Line Road to a point sixty (60) metres west of
Britton Place to ensure safe two-way traffic operations and emergency vehicle access
on the roadway. It is anticipated that a loss of approximately fifteen (15) parking spaces
will result from this prohibition.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN
:
This initiative falls under the Community Priority of Quality of Life. “Work with partners,
including all orders of government, to create a culture of safety in our community.” By
working with the neighbourhood, on-street parking concerns have been addressed.
FINANCIAL IMPLICATIONS
:
The approximate cost for sign installations for the roadway is $500 and will be taken
from the existing sign maintenance budget.
COMMUNICATIONS
:
Residents were advised of this proposed parking regulation change through a mail out
sent in April 2012 to residents in the immediate area. One concern was received
regarding the length of the proposed “no parking anytime”; subsequently Transportation
Services staff revaluated and determined that the requested shortened length of the
proposed “no parking anytime” was acceptable.
