HomeMy WebLinkAboutINS-12-052 - Heavy Truck Detouring During Courtland Ave Reconstruction1 Staff Report KI~rCx~.~T~R Infras~rucrure 5ervrces nepari°ment www.kifthenerca REPORT TO: Community and Infrastructure Services Committee DATE OF MEETING: June 18, 2012 SUBMITTED BY: John McBride, Director of Transportation Services PREPARED BY: Stephanie Brasseur, Traffic Project Coordinator (741-2373) WARD(S) INVOLVED: Wards DATE OF REPORT: June 6, 2012 REPORT NO.: INS-12-052 SUBJECT: COURTLAND AVENUE ROAD RECONSTRUCTION - TEMPORARY HEAVY TRUCK DETOURING RECOMMENDATIONS: That the following roadways be designated on a temporary basis as twenty-four (24) hour heavy truck routes from July 3 through to August 10, 2012: • Homer Watson Boulevard from Ottawa Street to Hoffman Street • Hoffman Street from Homer Watson Boulevard to Highland Road • Highland Road from Hoffman Street to Stirling Avenue • Stirling Avenue from Highland Road to Courtland Avenue BACKGROUND: The Regional Municipality of Waterloo is currently reconstructing Courtland Avenue from Stirling Avenue to Highway 7/8 as part of the 2 year project Contract #2011-006. Due to Courtland Avenue being closed to traffic for this reconstruction project, heavy truck and regular traffic must be detoured from Courtland Avenue during the work. Alternate truck/traffic routes must be used in the area in order to adequately serve local businesses and accommodate through traffic around the closure of Courtland Avenue. REPORT: The project is currently underway and Courtland Avenue is closed from Stirling Avenue to Ottawa Street and expected to be fully completed in December 2012, representing atwo-year timeline. 7-1 The work for Courtland Avenue has been scheduled in a number of stages (plan attached), in order to accommodate traffic and community access throughout the project: - Stage 1 - 2011 Queen Street to Stirling Avenue - Detour via Queen Street to Charles Street to Stirling Avenue • Stage 2 - 2012 Stirling Avenue to Ottawa Street (April to September 2012) - Detour via Stirling Avenue to Charles Street to Ottawa Street - Detour during the intersection closure of Stirling Avenue via Benton Street or Cedar Street to Charles Street to Ottawa Street - Detour during the intersection closure of Ottawa Street alternate truck access from Homer Watson Boulevard to Hoffman Street to Highland Road to Stirling Avenue • Stage 3 - 2012 Ottawa Street to Hwy 7/8 - Detour via Hwy 7/8 to Homer Watson Boulevard exit or via Ottawa Street exit to Courtland Avenue Homer Watson Boulevard, Hoffman Street, Highland Road and Stirling Avenue currently permit heavy truck traffic from 7:00 am to 7:00 pm. During the intersection closure of Courtland Avenue and Ottawa Street, twenty-four (24) hour heavy truck access is required in order to serve this area. In order to accommodate detoured heavy truck traffic during the intersection closure of Courtland Avenue at Ottawa Street, the following roadways are to be designated as twenty-four (24) hour truck temporary routes during the reconstruction of Huron Rd: • Homer Watson Boulevard from Ottawa Street to Hoffman Street • Hoffman Street from Homer Watson Boulevard to Highland Road • Highland Road from Hoffman Street to Stirling Avenue • Stirling Avenue from Highland Road to Courtland Avenue In order to expedite the construction and allow the detour to be put in place for this project, along with the accommodation of all traffic including heavy truck traffic, we recommend the designation of temporary twenty-four (24) hour truck routes on Homer Watson Boulevard, Hoffman Street, Highland Road and Stirling Avenue. In order to clarify the heavy truck routing information, the following are quoted from the City of Kitchener Uniform Traffic Bylaw 2007-138: "A Heavy Truck is defined as a vehicle or combination of vehicles having a weight when unloaded of 4.6 tonnes (4,600 kilograms) or more, but does not an ambulance, bus or vehicle of the Police or Fire departments." "Under Part XVII -Heavy Trucks Prohibited -when authorized signs have been erected and are on display, no person shall drive, move or operated a heavy truck on any highway except those or parts of highways named or described in Schedule `23' of this by-law, during the times and/or days set out in the said Schedule." "Section 1 of this part shall not apply to the driver of a heavy truck making a bona fide delivery to, or a collection from, a premise or premises which cannot be reached by any route other than 7-2 a highway or part of a highway where heavy trucks are not permitted within this by-law, provided that when making such a delivery or collection the same highway or portion of highway is travelled only insofar as is unavoidable in getting to and from such premise or premises." ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: This initiative falls under the Community Priority of Quality of Life. "Work with partners, including all orders of government, to create a culture of safety in our community." The implementation of improved traffic flow and safety will provide positive direction for motorists. FINANCIAL IMPLICATIONS: Heavy truck signing will be removed along the detour truck route by City forces in order to allow for this temporary change. Signs will be reinstated upon the completion of the Courtland Avenue at Ottawa Street intersection closure. The approximate cost to revise Heavy Truck signing in the area is $800 and will be taken from the Courtland Avenue capital budget account. COMMUNICATIONS: The Regional Municipality of Waterloo provides notification of the initial construction start up, as well as for major updates throughout the project. Public Information Centres were held for public input and notification as a regular part of the Region's road reconstruction program. Advance road closure signs will be installed prior to the commencement of the intersection closure to advise of the alternate detour. Heavy Truck signs will be removed for the timeline that the detour is in place. Regarding the new temporary twenty-four (24) hour detour truck route, all residents on affected roadways will be delivered a written notification on the temporary truck detour route. This project and detour have been included on the road closure page of the City of Kitchener's website. City of Kitchener staff will be represented on the construction project team and will be attending regular meetings related to the project.
