BACKGROUND: Engineering Services is proceeding with the reconstruction of Pandora Avenue North (Weber Street East to East Avenue) and Troy Street (Pandora Avenue North to approximately 53 meters west of Pandora Ave intersection). Reconstruction is scheduled to be completed over two years – 2012 and 2013: Phase 1: 2012 - Pandora Avenue North from Simeon Street to East Avenue Phase 2: 2013 - Pandora Avenue North from Weber Street East to Simeon Street and Troy Street The infrastructure for the above noted project has generally reached the end of its useful life and requires full replacement. Pandora Avenue North between Weber Street East and East Avenue is approximately 700 meters long. The roadway is approximately 7 to 8.5 meters wide with two lanes and concrete curb and gutter and concrete sidewalks on both sides of the roadway. Approximately 130 meters of the roadway is divided with a large centre median. The project involves the proposed replacement of sewers, watermains, curbs, sidewalk and services to the property line along Pandora Avenue North from Weber Street East to East Avenue. The pavement will be reconstructed for the full width of Pandora Avenue North. ï ··÷ ó ï The section of Troy Street to be reconstructed is between Pandora Avenue North and approximately 53 meters west of the Pandora Avenue intersection. The roadway is approximately 8 meters wide with two lanes and concrete curb on both sides of the roadway. The project involves the proposed replacement of watermain, curbs, boulevards and services to the property line along Troy Street. The pavement will be reconstructed for the full width of Troy Street. The administration, design and tendering of this project has been completed by our consultants, MTE Consultants, in conjunction with City staff. The construction administration and inspection of this project will be completed by MTE Consultants. Partial funding for this project has been approved by council as part of the 2012 budget process. The balance of the funding is included in the 2013 budget. A surplus is projected in the project due to lower than anticipated construction pricing. REPORT: Tenders were advertised publicly in The Record, the Daily Commercial News, on the City of Kitchener website and the Internet through the Ontario Public Buyers Electronic Tendering Information System. Documents were picked up by sixteen (16) interested parties, and by the th closing date of Thursday, June 14, 2012, ten (10) tenders had been received. The tenders were reviewed by C. Spere, MTE Consultants Inc., the City’s Consultant for the project, and S. Daniel, Project Manager who concur with the above recommendation. This estimate was based on the most recent tenders for similar projects that MTE has completed. It should be noted that projects were completed during the 2011 construction season and unit rates for most items (most notably asphalt) are less expensive than last year. Any surplus funds will be returned to their respective funding sources.
