CITY OF KITCHENER
The Arts and Culture Advisory Committee met this date, chaired by Michael Galloway, with the following members
present: Ron Green, Martin DeGroot, Peter Harris, Peter Hinchcliffe, Virginia MacDonnell Eichhorn, Sher DiCiccio,
Denis Pellerin, 3ennifer Breithaupt, 3oAnn Hutchison, Don Chapman.
1. WELCOME AND APPROVAL OF MINUTES FROM SEPTEMBER 2003
Denis made a motion that was seconded by Martin, to accept the minutes from the September meeting as
submitted. All were in favour; carried. Sher was thanked for taking the minutes for this meeting.
2. GUESTS
2.1
Andrew Wright - cafka Update
Andrew circulated and reviewed a report on the Contemporary Art Forum that took place September 20-
28, 2003. Andrew advised that he will not continue as Artistic Co-ordinator but will remain as part of the
cafka committee. He will attend the November CSC meeting to provide an update there too.
3. BUSINESS ARISING
3.1
Review of the September .~oint Meeting - Sher
· Sher reviewed the minutes and action items from the September joint meeting with Waterloo.
Action Items from Minutes:
(1) Waterloo Regional Arts Foundation
PAWG has sent a letter to WRAF providing feedback.
(2) Community Learning Spaces
This is an issue that ACAC could discuss on how to market and how to make it sustainable. See it as a
valuable resource - should recommend that a computer be put into storefront. Waterloo Library didn't
get a password.
(3) Arts Vote
Questionnaire has been mailed to election candidates. The committee will meet to review.
(4) Arts in the Mid-Sized City of Kitchener
CURA (Community-University Research Alliance) - partnership between communities and universities.
Could request 3udith to attend ACAC and provide update.
(5) Festival of the Human Voice
ACAC could advise Council on funding should the question arise - provide support to the event.
(6) Centre for Cultural Management
Program would be developed for cultural staff first, elected officials and community leaders - need to
clarify what they need.
4. NEW BUSINESS
4.1
Membership - .~o-Ann
· Membership on ACAC is still limited to one-year - this time limit might make it easier for people to
make a commitment to serve on the committee.
· There is a six-year maximum service to committees - Council will sometimes waive the six-year limit
and allow members to stay on a committee longer.
· Recommendation to give recognition to long-term volunteers eg. Ontario Volunteer Service Awards.

KOR Update - .~o-An n
· KOR has submitted a business plan and is currently recruiting new members. Two fundraising events
have been planned for the Fall (a fashion show on October 21 and a Medieval Feast on November 13,
2003).
Glass Blowing Equipment - .~o-Ann
· ]o-Ann suggested that the equipment be professionally appraised to assess its condition. Need to
ensure that appraiser has the necessary credentials.
· It was recommended to City Council that if a suitable partner for the glass blowing equipment is not
found by the end of the year, that the equipment be sold as a unit and that, if possible, it stay within
the Region of Waterloo. It had been suggested that if the equipment is sold, that the proceeds be put
in to the Public Art Trust Fund. Council directed the money back into the general tax base. Ron
suggested we contact the Canadian Clay and Glass Gallery since the Danish artist currently has an
exhibit there. The train station located by the Clay and Glass Gallery was suggested as a possible
location for the equipment. This artist may also be able to provide an appraisal of the equipment.
St.
.~erome's Site - .~o-Ann
A report is being prepared for Council suggesting that a Senior's Woodworking and Craft Centre be
located at the former St. ]erome's High School (now the St. Louis Adult Education Centre. The
basement at the school housed a woodworking and technical shop. The school board was approached
and is open to leasing the space for this purpose. Ron wondered if the centre was planning to make
use of the dark room that used to be located in this area. ]o-Ann indicated the woodworking centre
committee had not discussed photography but she could checkwith them..
Grants - Ron
· There is no money left for provisional grant requests. Staff will go to Council re annual grants.
· Thirty-t~vo requests have been made to WRAF.
REPORTS
PAWG Report- Virginia
· The second stage of the Market Competition starts November 19.
· The budget for the Stanley Park Community Centre is being finalized.
· The competition for the Auditorium is being developed.
DAC Report - Denis
· DAC hadn't met as a group for three months. At the most recent meeting, discussed the role of
Downtown Development- how important is it and should it continue.
· The City is putting capital dollars into renovating St. Mayr's High School - seniors from Victoria School
will move there.
· The Downtown Community Centre was previously called the"Wellness Centre" - a name change is
being considered.
· The role of DAC is being refined and developed.
· The TD Canada Trust is relocating to London - but a call centre is coming.
CDC Report - Sher
· LACAC is changing its name to "Heritage Waterloo".
· Door Open was a big success this year.
· Waterloo's newest festival"Afro-Fest" was held on September 13 in Waterloo Park- celebrating
African culture. The event may become more formalized in 2004.
· The"Ice-Dogs" event is planned for early 2004 - events would include dog sleds, ice sculptures and
other winter events.
· CDC is very supportive of community live/work spaces.

Arts Council Report - Martin
· Questionnaires have been sent to members of the original Culture Plan Committee. Members of the
current committee will meet in November to review.
· The 2004 Cultural Directory is available.
· Martin will attend the Creative Spaces and Places conference and will provide a report at the November
ACAC meeting.
· Plans for the Spring 2004 Community Arts Ontario conference are underway - will ask for support from
K-W.
Staff Reports
Arts & Culture - .lo-Ann
· The BFAC request for a stage ramp and the FM system for the Rotunda/Civic Square was approved at
the last Council meeting (refer to ACAC minutes from August 2004, Item 4.2). As noted before, this
purchase is the last purchase of this kind that will be made from the Trust Fund before it reverts back
to its original intent - for art acquisition. The revisions to the Public Art Trust Fund Policy (I-815) and
the Public Art Policy (I-485) were also accepted by Council.
· 3oe Pavia has resigned from ACAC. Applications for the coming term were circulated - they are due
back on October 24.
· Four members of ACAC have been invited to attend the "Breakfast with the Arts" on October 29.
Virginia and Denis are interested in attending.
· Policy 1-10 on the subject of the"Arts/Cultural Award" was repealed since the K-W Arts Awards are
now well established.
Special Events- Don Chapman
· "Word on the Street" was a very successful event, with double the number of vendors from last year.
· Staff are preparing a report to Council regarding $30,000 funding received from the National Literacy
Secretariat for a new initiative - details soon.
· Christkindl takes place December 3-5. Festival of the Night will again take place on New Year's Eve
highlighting traditional activities as well as the new Children's Museum and a performance at Theatre
and Company.
· A huge crowd attended the unveiling of the Kraut Line at the Auditorium. The monument is very well
done and looks great. People came from as far away as Boston and Florida to attend.
· Staff is working with several artists in a series of exhibitions at the"Our Kitchener' store. Erina is
finalizing the process in determining how to manage the exhibitions. The one-year contract with the
store is due in March 2004.
OTHER
· Virginia mentioned that the November ACAC meeting and the PAWG meeting are scheduled for the
same day. Several members of ACAC attend the PAWG meeting.
· The November meeting will be the last meeting for current ACAC members. December will be the first
month for the new ACAC members to meet.
· Denis submitted an idea for an event to coincide with Oktoberfest- possibly to incorporate for next
year. He circulated copies of photos similar to what he is suggesting. Denis is willing to take
responsibility for fundraising for publicity, etc.
ACTION: Virginia will talk to PAWG members regarding changing the time for the PAWG
meeting.

The next ACAC meeting will take place on November 18. Ron Green to chair.
