HomeMy WebLinkAboutCSD-12-121 - Noise Exemption - Chicopee Ski and Summer ResortREPORT TO:Community and Infrastructure Services Committee DATE OF MEETING: August 13, 2012 SUBMITTED BY: Alain Pinard, Acting Deputy CAO, Community Services Department, 519-741-2319 PREPARED BY: Shayne Turner, Director of By-law Enforcement, 519-741- 2753 WARD(S) INVOLVED: 2 DATE OF REPORT: August 2, 2012 REPORT NO.: CSD-12-121 SUBJECT: EXEMPTION TO CHAPTER 450 (NOISE) – CHICOPEE SKI AND SUMMER RESORT RECOMMENDATION: That an exemption to Chapter 450 (Noise) of the City of Kitchener Municipal Code be granted to Chicopee Ski and Summer Resort for their Motomotion event on August 26, 2012, between 9:00 AM and 5:00 PM. BACKGROUND: Chicopee Ski and Summer Resort is planning to host a motorcycle racing event at the ski hill on th August 26. They are requesting an exemption to Chapter 450 (Noise). A copy of their event program is attached. REPORT: The event is being held as part of Offroad Ontario’s Provincial Cross Country Championship Series. In addition, the event will be used to raise funds for the Rick Hansen Foundation. They anticipate 150 participants and approximately 500 spectators. This is the first event of this nature at Chicpoee. As such, it is difficult to accurately gauge the potential noise implications on the adjacent residential community. The event involves vehicles that will be travelling throughout the park, therefore it is anticipated that noise will be generated from a variety of locations, which is not as easy to control as is noise generated from a stationary source such as speakers. It is also important to advise Council that the By-law Enforcement Division has received an expression of concern from an adjacent neighbourhood, after some initial advertisements were distributed. After receipt of the concern, staff contacted Chicopee to advise of the concern and what may be required if they chose to pursue a noise exemption. Subsequently, the nosei ë ó ï exemption request was submitted. Staff have endeavoured to advise the person who expressed the concern of the noise exemption application. Staff have advised the event organizer of the concern and they have responded with a willingness to work together to address any concerns raised. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: Approval of a noise exemption request supports the Community Priorities of Quality of Life as contained in the City’s Strategic Plan. FINANCIAL IMPLICATIONS: N/A COMMUNITY ENGAGEMENT: Notification of the event has been distributed throughout the adjacent residential community.
