BACKGROUND : Melrose Avenue from Krug Street to Stirling Avenue currently retains residential development to the north and south with the Kitchener Memorial Auditorium Complex at the east terminus. In response to an identifiable operational concern and in order to ensure the safe operation of two-way traffic and emergency vehicle access, on-street parking regulations will have to be reviewed. REPORT : Currently, on-street parking is prohibited anytime from January 1 to March 31 on the south side of Melrose Avenue from Krug Street to Stirling Avenue North. Parking is permitted for up to three (3) consecutive hours on the north side of Melrose Avenue, stst along with the south side from April 1 through December 31, as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138. Transportation Services has received a request to review the existing parking regulations on Melrose Avenue from Krug Street to Stirling Avenue. This request cited that vehicles parked on the both sides of Melrose Avenue hinder the safe operation of two-way traffic and emergency vehicle access and recommend that parking be limited to one side of the roadway in this area year-round. ê ó ï Transportation Services has reviewed this issue including a field investigation, and has concluded that prohibiting parking (year-round) on one side of Melrose Avenue from Krug Street to Stirling Avenue will improve the safe operation of two-way traffic and emergency vehicle access. Residents in the immediate area were surveyed on this proposed parking regulation change in April 2012. The results of the survey are as follows: PROPOSAL A 20 responses (63%) in favour of : Prohibit on-street parking at anytime (year-round) on the south side (odd number side) of Melrose Avenue between Krug Street to Stirling Avenue North. PROPOSAL B 12 responses (37%) in favour of : Leave existing on-street parking as is. 32 responses received in total (out of 49 – 65% responded) As a result, Transportation Services is recommending prohibiting parking at anytime (year-round) along the south side (odd number side) of Melrose Avenue from Krug Street to Stirling Avenue to ensure safe two-way traffic operations and emergency vehicle access on the roadway. It is anticipated that a loss of approximately forty-two (42) parking spaces (April 1 – December 31) will result from this prohibition. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN : This initiative falls under the Community Priority of Quality of Life. “Work with partners, including all orders of government, to create a culture of safety in our community.” By working with the neighbourhood, on-street parking concerns have been addressed. FINANCIAL IMPLICATIONS : The approximate cost for sign installations for the roadway is $500 and will be taken from the existing sign maintenance budget. COMMUNICATIONS : Residents were surveyed regarding this proposed parking regulation change through a mail out sent in April 2012 to residents in the immediate area. Recommendations within this report reflect the results of this resident survey.
