ON-STREET PARKING REGULATIONS – MICHAEL
STREET, LINDEN AVENUE AND OAK STREET
RECOMMENDATIONS:
That parking be permitted for two (2) consecutive hours, 8:00 a.m. – 12 midnight Monday -
Saturday on the south side of Michael Street, east side of Linden Avenue and north side of
Oak Street, along with including all three (3) roadways in the no re-parking area in the
Downtown; and further,
That the Uniform Traffic By-law be amended accordingly.
BACKGROUND:
Transportation Services had received a request to review the existing on-street parking
regulations on Michael Street, Linden Avenue and Oak Street. The request cited concerns
about the demand for on-street parking generated by new developments in the area and that
drivers are re-parking their vehicles on adjacent roadways after three (3) hours of initially
parking, in an effort to avoid being given parking infractions.
REPORT:
In order to address this request, Transportation Services had sent out a letter, dated February 27,
2012, to the residents of Michael Street, Linden Avenue and Oak Street. The letter was proposing
a daytime parking restriction between the hours of 8:00 a.m. – 6:00 p.m., Monday – Saturday for a
maximum of two (2) hours, along with including all three (3) roadways in the no re-parking in the
Downtown area.
Since that letter, the City has received feedback from the residents of Michael Street, Linden
Avenue and Oak Street expressing opposition to the proposed parking restriction time limits of
8:00 a.m. – 6:00 p.m. A number of responses suggested the proposal should reflect the same
time restriction (i.e. 8:00 a.m. – 12 midnight) as other roadways in the no re-parking area in the
Downtown.

From this, Transportation Services re-surveyed the residents regarding a proposal to change the
existing three (3) hour and two (2) hour parking time limits to a two (2) hour parking time limit, 8:00
a.m. – 12 midnight Monday – Saturday, along with the addition of including Michael Street, Linden
Avenue and Oak Street in the no re-parking in the Downtown area. The results are as follows:
In favour of allowing two (2) hour parking, 8:00 a.m. – 12 midnight
Monday – Saturday, on the north side of Oak Street, east side of
Linden Avenue and south side of Michael Street, along with including
Michael Street, Linden Avenue and Oak Street in the no re-parking
Area in the Downtown: 6 (67%)
In favour of leaving the current regulations as is: 3 (33%)
TOTAL 9 out of 31 – (29% responded)
As indicated above, six (6) out of nine (9) respondents, or 67%, are in favour of the proposed
changes, including the addition of all three (3) roadways into the no re-parking in the Downtown
area.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
This initiative falls under the Community Priority of Quality of Life. “Work with partners, including
all orders of government, to create a culture of safety in our community.” By working with the
neighbourhood, on-street parking concerns have been addressed.
FINANCIAL IMPLICATIONS:
The approximate cost for sign replacements for all roadways is $800 and will be taken from the
existing sign maintenance budget.
COMMUNICATIONS:
In February and May, affected residents along Michael Street, Linden Avenue and Oak Streets
were surveyed regarding the proposed parking changes. Their comments are incorporated in
this report.
