HomeMy WebLinkAboutINS-12-066 - On-Street Parking Regulations - Executive PlREPORT TO: Community and Infrastructure Services Committee DATE OF MEETING: August 13, 2012 SUBMITTED BY: John McBride, Director of Transportation Services PREPARED BY: Justin Mishko, Traffic Technologist, extension 3203 WARD(S) INVOLVED: Ward 4 DATE OF REPORT: August 1, 2012 REPORT NO.: INS-12-066 ON-STREET PARKING REGULATIONS – EXECUTIVE SUBJECT: PLACE RECOMMENDATIONS: That parking be prohibited at any time on the west side of Executive Place from a point 270 metres south of New Dundee Road to the south limit of Executive Place; and, That parking be prohibited at any time on the east side of Executive Place from a point 270 metres south of New Dundee Road to the south limit of Executive Place; and further, That the Uniform Traffic By-law be amended accordingly. BACKGROUND : Executive Place from New Dundee Road to the terminus currently retains commercial and institutional development on both sides of the right-of-way. In response to an identifiable operational concern related to the access to the property towards the terminus of Executive Place, on-street parking regulations will have to be reviewed. REPORT : Currently, on-street parking is permitted for up to three (3) consecutive hours on both sides of Executive Place as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138. Transportation Services has received a request to review the existing parking regulations on Executive Place. The request cited that heavy vehicles parked within the bulb of the cul-de-sac can impede access to private property and recommend that parking be prohibited accordingly. ç ó ï Transportation Services has reviewed this issue including a field investigation, and has concluded that prohibiting parking within the bulb of the cul-de-sac will improve access to private property as well as improving emergency vehicle access. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN : This initiative falls under the Community Priority of Quality of Life. “Work with partners, including all orders of government, to create a culture of safety in our community.” By working with the neighbourhood, on-street parking concerns have been addressed. FINANCIAL IMPLICATIONS : The approximate cost for sign installations for the roadway is $500 and will be taken from the existing sign maintenance budget. COMMUNICATIONS : Businesses were advised of the proposed parking regulation change through a mail out sent in July 2010. No responses or objections were received.
