BACKGROUND: Transportation Services has received a request to review the existing traffic control at the intersection of Old Huron Road and Battler Road. The requestor asked that an all-way stop be considered to control traffic at this intersection. REPORT: According to the City of Kitchener’s Official Plan, both Old Huron Road and Battler Road from Strasburg Road and Biehn Drive are designated as major collector roadways. Old Huron Road and Battler Road both provide access to the surrounding street network within this neighbourhood. In response to the request, a traffic study was conducted for the intersection of Old Huron Road and Battler Road on May 23, 2012. The results of the study were compared to the City of Kitchener’s all-way stop warrant requirements. These requirements are a set of guidelines based on the all-way stop warrants established by the Ministry of Transportation of Ontario and the Institute of Transportation Engineers. The results are as follows: ïð ó ï All-Way Stop Warrant Analysis Old Huron Road at Battler Road Warrant Factors - "3-Leg" Intersection Results Warrant Met Average vehicle volume on all intersection approaches exceeds 250 254YES vehicles per hour for each of any eight hours of the day and The volume split does not exceed 75/25 45%YES for three-way control or Average Yearly Collision History 3 per 0.33 per year NO year for 36 consecutive months All-Way Stop Warranted YES Based on the all-way stop analysis completed for the intersection of Old Huron Road and Battler Road, Transportation Services is recommending that an all-way stop be installed. The installation of an all-way stop at this location will properly allocate right-of-way within this intersection, while helping to improve vehicle and pedestrian safety. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: This initiative falls under the Community Priority of Quality of Life. “Work with partners, including all orders of government, to create a culture of safety in our community.” By working with the neighbourhood, traffic control concerns have been addressed. FINANCIAL IMPLICATIONS: The approximate cost for the installation of an all-way stop at Old Huron Road and Battler Road is $1,300, including materials and installation and will be taken from the existing sign maintenance budget.
