HomeMy WebLinkAboutINS-12-057 - All-Way Stop - Country Hill Dr at Old Country DrREPORT TO: Community and Infrastructure Services Committee DATE OF MEETING: August 13, 2012 SUBMITTED BY: John McBride, Director of Transportation Services PREPARED BY: Justin Mishko, extension 3203 WARD(S) INVOLVED: Ward 6 DATE OF REPORT: July 4, 2012 REPORT NO.: INS-12-057 ALL-WAY STOP TRAFFIC CONTROL – COUNTRY HILL SUBJECT: DRIVE AT OLD COUNTRY DRIVE RECOMMENDATIONS: That an all-way stop be installed at the intersection of Country Hill Drive and Old Country Drive; and further, That the Uniform Traffic By-law be amended accordingly. BACKGROUND: Transportation Services has received a request to review the existing traffic control at the intersection of Country Hill Drive and Old Country Drive. The requestor asked that an all-way stop be considered to control traffic at this intersection. REPORT: According to the City of Kitchener’s Official Plan, Country Hill Drive is designated as a minor collector roadway; Old Country Drive is designated as a local roadway. Country Hill Drive provides access to the surrounding street network within this neighbourhood. In response to the request, a traffic study was conducted for the intersection of Country Hill Drive at Old Country Drive on June 2, 2010. The results of the study were compared to the City of Kitchener’s all-way stop warrant requirements. These requirements are a set of guidelines based on the all-way stop warrants established by the Ministry of Transportation of Ontario and the Institute of Transportation Engineers. The results are as follows: ïï ó ï All-Way Stop Warrant Analysis Country Hill Drive at Old Country Drive Warrant Factors - "3-Leg" Intersection Results Warrant Met The total vehicle volume on all intersection approaches exceeds 350 387YES for the highest hour recorded and The volume split does not exceed 75/25 70%YES for three-way control for the same hour or Average Yearly Collision History 3 per 0.0 per year NO year for 36 consecutive months All-Way Stop Warranted YES Based on the all-way stop analysis completed for the intersection of Country Hill Drive and Old Country Drive, Transportation Services is recommending that an all-way stop be installed. The installation of an all-way stop at this location will properly allocate right-of-way within this intersection, while helping to improve vehicle and pedestrian safety. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: This initiative falls under the Community Priority of Quality of Life. “Work with partners, including all orders of government, to create a culture of safety in our community.” By working with the neighbourhood, traffic control concerns have been addressed. FINANCIAL IMPLICATIONS: The approximate cost for the installation of an all-way stop at Country Hill Drive and Old Country Drive is $1,300, including materials and installation and will be taken from the existing sign maintenance budget.
