HomeMy WebLinkAboutINS-12-060 - Noise Exemption - Highway 85 Repairs and ResurfacingREPORT TO: Community & Infrastructure Services Committee DATE OF MEETING: August 13, 2012 SUBMITTED BY: John McBride, Director, Transportation Services PREPARED BY: Justin Mishko, Traffic Technologist, extension 3203 WARD(S) INVOLVED: Ward 1, 2, 3, 9, 10 DATE OF REPORT: July 17, 2012 REPORT NO.: INS-12-060 Hwy 85 Repairs and Resurfacing, Ministry of Transportation SUBJECT: - Noise Exemption RECOMMENDATION: That the Ministry of Transportation and its contractor(s) be exempt from the provisions of Chapter 450 Noise of the City of Kitchener Municipal Code Article 6 Construction Work during the repair and resurfacing work of Highway 85 from Krug Street to 0.4 km north of Regional Road 15 (King Street), in the City of Kitchener, Ministry of Transportation W.P 168-89-00. The request for the noise by-law exemption is only between the hours of 7:00 p.m. to 7:00 a.m. for the period from October 1, 2012 to November 30, 2014. BACKGROUND: The Highway 85 resurfacing and repairs for the MTO is from Krug Street to 0.4 km north of Regional Road 15 (King Street) in the City of Kitchener. This exemption is requested in order to complete the work as required; traffic interference will be minimized by working at night when volumes are lower. REPORT : The exemption is to accommodate the necessary works at a time when impacts to vehicular traffic are at a minimum. Such construction activities will include: bridge pier repairs and guiderail replacement; bridge rehabilitation; resurfacing; high quality pavement operations. Emergency service providers that operate within and in proximity of the study area including fire, police and ambulance services will continue to participate in construction meetings to address concerns related to night time closures and traffic staging. ïî ó ï The contractor is required to keep idling of construction equipment to a minimum and to maintain equipment in good working order to reduce noise. In addition, the MTO construction noise protocol requires that the Contract Administrator monitor and investigate any complaints regarding construction noise. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: This initiative falls under the Community Priority of Quality of Life. “Work with partners, including all orders of government, to create a culture of safety in our community.” The implementation of improved traffic flow and safety will provide positive direction for motorists. FINANCIAL IMPLICATIONS: None. COMMUNICATIONS: Newspaper advertisements will be published advertising to local residents of the re- commencement of construction operations, and time specific activities will be broadcast on local radio and media outlets.
