HomeMy WebLinkAboutINS-12-063 - Closure of Tilt Dr, Stauffer Dr, Groh Dr - Surplus LandREPORT TO: Community and Infrastructure Services Committee DATE OF MEETING: August 13, 2012 SUBMITTED BY: John McBride, Director of Transportation Services PREPARED BY: Ronald Schirm, Supervisor of Crossing Guards WARD(S) INVOLVED: Ward 4 DATE OF REPORT: July 23, 2012 REPORT NO.: INS-12-063 CLOSURE OF TILT DRIVE, STAUFFER DRIVE, GROH SUBJECT: DRIVE AND DECLARATION OF SURPLUS FOR EASEMENT PURPOSES RECOMMENDATIONS: “That the closure of portions of Tilt Drive, from Robert Ferrie Drive to Stauffer Drive, Stauffer Drive from Tilt Drive to Caryndale Drive and Groh Drive from Stauffer Drive to Dodge Drive (see attached Schedule “A”) be approved in principle, and that Legal Services be instructed to obtain a reference plan and proceed with the preparation and advertising of a by-law to close those parts of Tilt Drive, Stauffer Drive and Groh Drive. To permanently prohibit all motor vehicle traffic from using that part of the public highways known as Tilt Drive, Stauffer Drive and Groh Drive, subject to the following condition: That the portion of Tilt Drive, Stauffer Drive and Groh Drive to be closed, to be further described on a Reference Plan to be prepared, be declared surplus to the City’s needs for the purpose of conveying possible easements for the affected agencies; and further, That the Mayor and Clerk be authorized to execute all documentation, satisfactory to the City Solicitor, to close the portions of Tilt Drive, Stauffer Drive and Groh Drive to convey the required easements over the portion of roads as required.” BACKGROUND : Tilt Drive, Stauffer Drive and Groh Drive are located in Ward 4 and are designated as scenic roads. The staged closure of the scenic roads in this area, including all the affected roadways, was established in the Doon South Community Plan and incorporated in the planning and approvals of the abutting subdivisions. Closure requirements for each stage include the construction of new roadways within the abutting subdivision developments. ïí ó ï REPORT : The Doon South Community Plan process recognized the importance of maintaining the unique, heritage nature of Tilt Drive, Stauffer Drive and Groh Drive and made provisions to close them permanently to vehicular traffic and convert them to community trails as the development of the surrounding subdivision and associated roadways replaced these roads in terms of access to the abutting communities. In order to close Tilt Drive from Robert Ferrie Drive to Stauffer Drive, and Stauffer Drive from Tilt Drive to Caryndale Drive, as well as all of Groh Drive, the extension of Thomas Slee Drive to South Creek Drive and the extension of South Creek Drive from Robert Ferrie Drive to Thomas Slee Drive must be in place (see attached Schedule “B”). This ensures access for residents as well as two points of access to all properties by emergency vehicles. Developers are now at the stage where the extension of these two minor collector roadways adjacent to the roads to be closed will take place. Provisions to accommodate the closure include that no new residential lots be created which require direct vehicular access to Stauffer Drive, Tilt Drive or Groh Drive. The process for closure of each portion of the roadway will follow the A+ EA process, which includes signs posted on the affected roadways. Part of the process will include the circulation to Agencies of the proposed closures in order to determine if any easements will be required. FINANCIAL IMPLICATIONS : As part of the road closure process the following, with estimated associated costs, is required: - $12000 for the procurement of a reference plan - $2400 for an Advertisement as per the requirements of the bylaw - $300 for Registry Office Disbursements for the registration of the bylaw and possible easements - $400 for the manufacture and placement of signs at each end of the proposed closure. Costs for the manufacture and placement of signs will be covered by the developers, and their representatives, MTE Consultants. The remainder of the costs will be funded by the Parks Trust Fund. CONCLUSION : It is requested that the above resolution be approved by Council to facilitate the completion of the road closures and conveyance of required easements.
