HomeMy WebLinkAboutCouncil - 2012-08-13 SSPECIAL COUNCIL MINUTES AUGUST 13, 2012 CITY OF KITCHENER A special meeting of City Council was held at 6:01 p.m. this date, chaired by Mayor C. Zehr with all members present. Notice of this meeting had been previously given to all members of Council by the City Clerk pursuant to Chapter 25 (Council Procedure) of the Municipal Code. Mayor C. Zehr advised of an additional item arising from Finance and Corporate Services Committee meeting held earlier this date that requires Council’s consideration. Moved by Councillor D. Glenn-Graham Seconded by Councillor K. Galloway “That in accordance with Chapter 25 of the City of Kitchener Municipal Code (Council Procedure), the following item be added to the Special Council agenda this date: the recommendation arising from the Finance and Corporate Services Committee meeting this date regarding the Community Infrastructure Investment Fund Grant Application.” Carried with the required 2/3 majority of the members in attendance. Councillor J. Gazzola advised that his motion at the Finance and Corporate Services Committee meeting with respect to the Community Infrastructure Improvement Fund was to partner with the Region concerning the Waterloo Spur Line Multi-use Trail with 33% funding. He further advised that what he should have put forward was 50% funding being the same as the listed City projects. Moved by Councillor S. Davey Seconded by Councillor P. Singh “That the following project applications be approved to be submitted in priority sequence for consideration under the Community Infrastructure Improvement Fund (CIIF) based on a request for 50% CIIF funding: 1. Centennial Stadium Track; 2. Centennial Stadium Field; 3. Asphalt Surfacing for Primary Trails; 4. Upgrades to Trail System; 5. Playstructure Replacements; 6. Knollwood Park Rehabilitation Project; 7. Victoria Park Washrooms; and, That the Waterloo Spur Line Multi Use Trail be endorsed by the City of Kitchener as a partner submission to be made by the Region of Waterloo based on a request for 50% CIIF funding; and further, That the Deputy CAO, Infrastructure Services, be authorized to sign any Landlord Authorization forms for submissions made by other organizations to improve City facilities.” Carried. Council considered a recommendation arising from the Community and Infrastructure Services Committee meeting held earlier this date regarding source protection plan policies. Moved by Councillor K. Galloway Seconded by Councillor B. Ioannidis “That the City of Kitchener supports efforts by the Province and the Region to protect the drinking water supply; and, That effective and implementable measures to protect the drinking water supply continue to be strongly pursued by all orders of government; and, SPECIAL COUNCIL MINUTES AUGUST 13, 2012 - 187-CITY OF KITCHENER That the City of Kitchener continues to monitor, and participate in, ongoing consultation in respect of the Source Protection Plan for the area including the City of Kitchener; and further, That the City of Kitchener forward Community Services Department report CSD-12-109 to the Regional Municipality of Waterloo as the City’s comments as part of the pre-consultation on the Draft Policies for the Source Protection Plan.” Carried. Council considered a recommendation arising from the Community and Infrastructure Services Committee meeting held earlier this date regarding a noise exemption request from the Chicopee Ski and Summer Resort. Moved by Councillor K. Galloway Seconded by Councillor B. Ioannidis “That an exemption to Chapter 450 (Noise) of the City of Kitchener Municipal Code be granted to Chicopee Ski and Summer Resort for their Motomotion event on August 26, 2012, between 9:00 a.m. and 5:00 p.m.” Carried. The Mayor advised of two additional items for in-camera discussion this date being a labour relations matter and a litigation matter pertaining to an Ontario Municipal Board hearing. Moved by Councillor B. Ioannidis Seconded by Councillor K. Galloway “That an in-camera meeting of City Council be held this date to consider a land acquisition / disposition matter, two labour relations matters, two litigation / potential litigation matters and a matter subject to solicitor-client privilege”. Carried. Moved by Councillor P. Singh Seconded by Councillor S. Davey “That leave be given the Mover and Seconder to introduce the following by-laws for three readings and that the same be taken as read a first, second and third times, be finally passed and numbered serially by the Clerk. (a) Being a by-law to provide for the establishing and laying out of part of Thomas Slee Drive as a public highway in the City of Kitchener. (By-law No. 2012-101) (b) To confirm all actions and proceedings of the Council. (By-law No. 2012-102).” Carried. On motion the meeting adjourned at 6:03 p.m. MAYOR CLERK
