RECOMMENDATION:
That Quotation Q12-042 -Ornamental Lighting -Queen St. S. -Charles St. to Courtland Ave.,
be awarded to Guillevin International Co., London, Ontario, at their quoted price of $61,660.,
plus H.S.T. of $8,015.80, for a total of $69,675.80.
BACKGROUND:
The City requires ornamental street lighting for Queen St. S. from Charles St. to Courtland Ave.
as part of the Queen Street South Reconstruction from Charles Street to Courtland Avenue. Ten
(10) manufacturers of ornamental street lighting are approved to supply the city's standard
ornamental street lighting complete to the city's profile and technical specifications.
REPORT:
This quotation was advertised publicly on the City of Kitchener website. Documents were
downloaded by fourteen (14) interested parties, and by the closing date of Friday May 11tH
2012, three (3) quotations had been received.
The following quotations were received:

Guillevin International Co. London ON $69,675.80
Gerrie Electric Kitchener ON $74,359.60
The bids were reviewed for mathematical accuracy and adjusted accordingly.
Low bid submitted by LaPrairie Inc., provided street lighting that is not consistent with the city's
standard configuration, having markedly different shapes and contours to that of the city's

standard profile. A difference of 8" in pole height in addition to other differences in the pole and
base proportions would create a significant change to the look relative to previous installations.
The quotation was reviewed by D. Lupsa, Design/Construction Project Manager, and J.
MacDonald, John MacDonald Architect Inc., who concur with the above recommendation.

Funding will be provided from Internal Order No. 52000608 -Queen St. -Charles to Courtland
General.
