BACKGROUND: Transportation Services has received a request to review the existing traffic control at the intersection of Old Huron Road and Battler Road. The requestor asked that an all-way stop be considered to control traffic at this intersection. REPORT: Both Old Huron Road and Battler Road are collector roadways that provide access to the surrounding street network within this neighbourhood. The following sightline distances exist for drivers turning from Battler Drive onto Old Huron Road: Southbound looking east: 130 metres Southbound looking west: 110 metres This section of Battler Drive has a level grade with surface asphalt at a width of 13.1 metres widening towards Huron Road and has an urban cross section with curb and gutters. The west approach to the intersection has a 5% downgrade towards Old Huron Road with base asphalt at a width of 9.3 metres and has an urban cross section with curb and gutters. The east approach to the intersection has a 2% upgrade towards Old Huron Road with surface asphalt at a width of 7.7 metres and has a rural cross section with a combination hard and soft surface shoulders. Transportation Services staff deployed an automated data recording unit to capture speed and volume data on Old Huron Road between Battler Road and Maxwell Drive. The results of the study were compared to the City of Kitchener’s all-way stop warrant requirements. These requirements are a set of guidelines based on the all-way stop warrants established by the Ministry of Transportation of Ontario and the Institute of Transportation Engineers. These requirements are key to the successful operation of an all-way stop control Investigation was conducted to ensure that potential new stop signs place on Old Huron Road will be visible to traffic using Old Huron Road. It has been confirmed that visibility is more than adequate and that these traffic control signs will be visible. Continued development in this area, including a new residential roadway connection to Old Huron Road to the west of Battler Road, will reinforce the need to properly reallocate right-of- way at this intersection as traffic volumes will increase through this roadway corridor. Based on the all-way stop analysis completed for the intersection of Old Huron Road and Battler Road, Transportation Services is recommending that an all-way stop be installed. The installation of an all-way stop at this location will properly allocate right-of-way within this intersection, helping to improve vehicle and pedestrian safety. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: This initiative falls under the Community Priority of Quality of Life. “Work with partners, including all orders of government, to create a culture of safety in our community.” By working with the neighbourhood, traffic control concerns have been addressed. FINANCIAL IMPLICATIONS: The approximate cost for the installation of an all-way stop at Old Huron Road and Battler Road is $1,300, including materials and installation and will be taken from the existing sign maintenance budget.
