That Demolition Control Application DC12/16/V/MV requesting permission to demolish a
single detached dwelling located at 1188 Victoria St. N. owned by 18699522 ONTARIO
LTD., be approved.

REPORT:
The Community Services Department has received an application requesting the demolition of a
single detached dwelling located at 1188 Victoria St. N. The subject property is zoned Service
Industrial Zone (M-3) in the Zoning By-law and designated Arterial Commercial Corridor in the
City's Official Plan.
The applicant has submitted a site plan application for the subject lands which proposes an
addition to the adjacent industrial building located at 1182 Victoria St. N. (SP12/026/V/ATP).
Approval of the demolition control application will permit the removal of one residential unit from
the City's housing stock. Staff is of the opinion this is justified as the lot will provide an
expansion to an industrial building to support an employment use in the M-3 Zone.
PLANNING ANALYSIS:
Planning staff circulated the application to internal departments. Their comments are attached
as Appendix "B". Staff has no concerns with the proposed demolition. The proposed demolition
will permit development that will provide additional employment opportunities along the Victoria
Street North corridor that will be consistent with the Arterial Commercial corridor and
surrounding area. The redevelopment of the site complies with the intent of the Arterial
Commercial Corridor designation in the Official Plan and permitted uses under the Service
Industrial Zone (M-3).
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The proposed demolition is required prior to the redevelopment of the subject site and will align
with the Kitchener Strategic Plan as it ensures the implementation of the community priority
Development with appropriate redevelopment that is consistent with Provincial, Regional and
City planning policies.
FINANCIAL IMPLICATIONS:
No new or additional capital budget requests are expected with this recommendation.
COMMUNITY ENGAGEMENT:
Since the Owner is proposing new development on the site, a neighbourhood circulation was
not required. An information letter will be circulated to all property owners within 60 metres of
the subject property in advance of the Community and Infrastructure Services Committee
Meeting dealing with the subject application.

CONCLUSION:
Planning staff are satisfied that the proposed demolition is justified as the Owner intends to
expand an industrial use that will provide additional employment in an industrial zone.

The following is a brief summary of the general conditions of the building.
Property Features:
• Two storey house, approximately 2,200 SF, converted to office space
• Double bay detached garage in poor condition.
• Property is serviced with water, gas, and hydro, no storm at this time. There may be a septic bed in the rear yard.
• Well head in side yard between house and garage, will have to be decommissioned
House Description:
• Single family dwelling converted to office space
• Poured concrete foundation with wood frame construction.
Exterior Conditions:
• Exterior stucco, soffit, and fascia in fair condition
• Roof is in fair condition, appears to be adequately insulated
• Rear additions and porch in fair to poor condition
Interior Conditions:
• Forced air heating throughout, new J5% EFF Furnace.
• 2"d furnace located on the 2"~ floor has been removed
• Electric water heater disconnected.
• Interior renovated for office space, carpeting and wall finishes are in good to fair condition.
• Kitchens and bathrooms are in fair to good condition but fixtures and cabinetry are dated
• Hydro panel in basement has been upgraded
• An old oil tank is in the basement from historical oil fired furnace, appears empty.
• Sanitary stacks exit house through rear foundation wall, may lead to septic bed in rear yard.
Overall Observations:
• The house appears to be about 60 years old and is generally in fair condition.
• The abandoned well needs to be decommissioned and there may be an existing septic system in the rear yard.
Overall condition: Fair
It is understood that the house in the current condition does nat meet the needs of the owner. The Building Division has
no objections to the demolition of this home. Please note that a demolition permit will be required, please contact 519-
741-2433 for more information.
