ON-STREET PARKING REGULATIONS – LORRAINE
SUBJECT:
AVENUE
RECOMMENDATIONS:
That parking be prohibited at any time on the east side of Lorraine Avenue from Montcalm
Drive to a point seventy (70) metres north thereof; and further,
That the Uniform Traffic By-law be amended accordingly.
BACKGROUND
:
Lorraine Avenue from Montcalm Drive to Confederation Drive retains residential
development on both sides of the right-of-way and is serviced by Grand River Transit’s
route 1 and route 17. In response to an identifiable operational concern related to
turning movements at the intersection of Lorraine Avenue and Montcalm Drive, on-
street parking regulations will have to be reviewed.
REPORT
:
Currently, on-street parking is permitted on the east side of Lorraine Avenue between
Montcalm Drive and Confederation Drive for a maximum period of three (3) consecutive
hours, as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138.
Transportation Services has received a request to review the existing parking
regulations on Lorraine Avenue. This request cited that vehicles parked on the east side
of Lorraine Avenue to the north of Montcalm Drive restricted safe sightlines for a driver
attempting to turn from Montcalm Drive and recommended that parking be restricted in
this area.

Transportation Services has reviewed this issue including a field investigation, and has
concluded that insufficient sightlines can exist with vehicles parking on the east side of
Lorraine Avenue north of Montcalm Drive.
Transportation Services is recommending prohibiting parking at anytime along the east
side of Lorraine Avenue from Montcalm Drive to a point seventy (70) metres north
thereof to improve the visibility of the intersection of Montcalm Drive and Lorraine
Avenue. It is anticipated that a loss of approximately eight (8) parking spaces will result
from this prohibition.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN
:
This initiative falls under the Community Priority of Quality of Life. “Work with partners,
including all orders of government, to create a culture of safety in our community.” By
working with the neighbourhood, on-street parking concerns have been addressed.
FINANCIAL IMPLICATIONS
:
The approximate cost for sign installations for the roadway is $500 and will be taken
from the existing sign maintenance budget.
COMMUNICATIONS
:
Residents were advised of the proposed parking regulation change through a mail out
sent in July 2012. No responses or objections were received.
