SUBMITTED BY:

REPORT NO.: INS-12-072
ON-STREET PARKING REGULATIONS – DUKE STREET
SUBJECT:
WEST
RECOMMENDATIONS:
That stopping be prohibited at any time on the south side of Duke Street West from Ontario
Street North to a point thirty-five (35) metres east thereof; and further,
That the Uniform Traffic By-law be amended accordingly.
BACKGROUND
:
Duke Street West from Ontario Street North to Queen Street North retains a mixed use
of development within the downtown core including commercial and institutional land
use types. In response to an identifiable operational concern related to vehicles
stopping on Duke Street West, on-street parking regulations will have to be reviewed.
REPORT
:
Currently, on-street parking is prohibited anytime and stopping is prohibited between 4:30
p.m. to 5:30 p.m., Monday to Friday on the south side of Duke Street West between
Young Street to a point 45 metres east of Queen Street North, as outlined in the City of
Kitchener Uniform Traffic By-law No. 2007-138.
Transportation Services has received a request to review the existing parking
regulations on Duke Street West in the vicinity of the Duke/Ontario parking garage. This
request cited that vehicles stopped on the south side of Duke Street West between the
parking garage exit ramp and Ontario Street North restricted safe sightlines for a driver
attempting to turn from the parking garage and recommended that stopping be
prohibited at any time in this area.
ë ó ï
Transportation Services has reviewed this issue including a field investigation, and has
concluded that insufficient sightlines can exist with vehicles stopping on the south side
of Duke Street West between Ontario Street North and the parking garage.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN
:
This initiative falls under the Community Priority of Quality of Life. “Work with partners,
including all orders of government, to create a culture of safety in our community.” By
working with the neighbourhood, on-street parking concerns have been addressed.
FINANCIAL IMPLICATIONS
:
The approximate cost for sign installations for the roadway is $500 and will be taken
from the existing sign maintenance budget.
COMMUNICATIONS
:
None.
