SUBJECT: AGREEMENT TO ALLOW USE OF CERTAIN PARKING LOTS FOR
COMMUNITY SPECIAL EVENTS
RECOMMENDATION:
That theMayor and Clerkbe authorized to execute a parking lot user agreement, with
Chicopee Ski Club, to permit short term parking on the Kitchener Operations Facility
parking lot for a community event being held on Saturday October 6, 2012; said
agreement to be to the satisfaction of the City Solicitor; and,
That theDirector of Facilities Management be authorized to execute parking lot user
agreements, for the purpose of permitting short term parking on City owned parking lots,
excluding off-street paid parking facilities, for community events; said agreements to be
to the satisfaction of the City Solicitor.
BACKGROUND:
The City has been approached by the Chicopee Ski Club (“Chicopee”) for permission to use the
Kitchener Operations Facility parking lot on Saturday October 6, 2012 from 7am to 7pm.
Chicopee is planning an Oktoberfest Dash and would provide shuttles to transport participants
to and from the facilities.
REPORT:
Chicopee is planning an Oktoberfest Dash - an adventure race in which participants race
against their own personal time to complete a series of physical challenges on the 165 acre
property (7 km race).
The intent is to potentially host the event twice per year (TBD after the first race is completed).
The average race in Canada will draw 500 to 3000+ participants – but as the first race Chicopee
staff is uncertain of the numbers. Use of our facility will decrease on street parking in the
Chicopee neighbourhood.

City staff has determined that there is no disruption of service by granting parking to this event.
In addition to this event, staff anticipates receiving other similar requests annually (3-5 per year).
By giving staff authority to sign agreements, it would allow the City to be more efficient in its
service to the community.

FINANCIAL IMPLICATIONS:
Not applicable. The parking lots that would be eligible for this type of agreement do not include
off-street paid parking facilities.
