SUBJECT: Block Line Road Extension – Contract Administration and
Inspection Services – Consultant Purchase Order Extension
RECOMMENDATION:
THAT the Purchase Order for AECOM, the consultant for this project be extended for the
amount of 227,378.40 plus applicable taxes for the contract administration and
inspection services for Block Line Road Extension from Lennox Lewis Way to Courtland
Avenue.
BACKGROUND:
In April 2009, the City retained AECOM, consulting engineers, to complete the detail design,
contract administration and inspection for the Extension of Block Line Road from Lennox Lewis
Way to Courtland Avenue. The extension of this road will provide a strategic transportation link
between two main arterial roads viz. Homer Watson Road and Courtland Avenue. The detailed
design was completed in April 2012 by AECOM and the project was tendered by the City in
June 2012. In accordance with the original terms of reference for the consultant, it was
estimated that the construction will be completed within 160 working days.
REPORT:
During the detail design and the tender process for the Block Line Road Extension project it was
determined that the project requires 230 working days instead of 160 working days.
The original estimate for the number of working days was based on a construction timeline from
the Class Environmental Assessment process for the Block Line Extension project. The 160
working days for construction represented a reasonable time to complete the intended works.
However during the detail design process for this project, a number of factors became apparent
that were not included in the previous timeline estimate:

The complexity of working within the rail yard that is partially owned and operated by
both CN Rail and CP Rail. The yard is in operation 24 hours of the days with
unscheduled arrivals and departures happening on a daily occurrence. Construction
work can be stopped or delayed depending on the movement of trains
The location of one pier had to be located within the rail yard. The timeline for the
construction of this pier had to be extended because of train movements
For these types of complex projects, exact working days can be determined only after
completing the detail design of the bridge, understand the construction sequencing, cost benefit
analysis to identify optimum working days required to complete the work, and discussions with
railway companies and other affected utilities and agencies.
The details of the additional scope of work and associated costs are listed below:
1. Additional working days: The project has been tendered with 230 working days to
complete as compared to 160 working days in original scope. The consultant’s time
for the services provided for contract administration during additional 70 working
days will include additional time of contract administrator, a senior inspector and
some specialists for site visits. This also includes additional coordination for
approvals with CP, CN, GRCA and Region of Waterloo during the detail design and
tender phase. The additional cost is in the amount of 177,378.40

Contingency: An amount of 50,000 is required as a contingency for any
unforeseen works which are not included in the scope of work. This is provisional
amount and any expenses on these accounts are subject to City’s approval. Any
unused amounts will be deposited to Development Charge Reserve fund.
Due to the above scope change, staff recommends that the purchase order be extended to
complete the project.
FINANCIAL IMPLICATIONS:
The original PO was $836,836.84, in order to complete the additional scope of work there is a
need for additional amount of $227,378.40 which will bring total PO to $1,064,215.24 plus
applicable taxes. Funding is available in the capital project, and is solely funded from the
Development Charges Reserve fund and has no financial implication to the City’s tax levy.
CONCLUSION:
The detail design and tendering for the Block Line Road Extension is complete. The City should
continue to proceed with construction of the Block Line Road Extension from Lennox Lewis Way
to Courtland Avenue, as this project is aligned with the priorities as set out in the Kitchener
Growth Management Plan.
Staff recommends that the existing purchase order for AECOM be increased to include
additional contract administration and inspection services for this project.
