T12-003 - Block Line Road Extension (Lennox Lewis Way to
Courtland Avenue)
RECOMMENDATION:
That Tender T12-003 – Block Line Road Extension (Lennox Lewis Way to Courtland Avenue),
McLean Taylor Construction Limited, St. Marys, Ontario,
be awarded to at their tendered
price of $7,023,191.93, including provisional items and contingencies of $861,323., plus H.S.T.
of $913,014.95, for a total of $7,936,206.88; and further,
That the Director of Supply Services be authorized to execute an agreement satisfactory to the
City Solicitor.
BACKGROUND:
The City of Kitchener completed a Class Environmental Assessment for the Block Line Road
extension from Homer Watson Boulevard to Courtland Avenue in February 2011. This road
was to be completed in two phases; the first phase of construction, extending Block Line Road
from Homer Watson Boulevard to Lennox Lewis Way was completed in 2012. The
construction of the second phase will commence in September 2012. This project includes
construction of a 4 lane bridge, sidewalks, bike paths and installation of new signals at the
intersection of Courtland and Block Line Road. The completion of this secondary arterial road
will provide a vital connection between 2 main arterial roads via Homer Watson Boulevard and
Courtland Avenue.
REPORT:
Tenders were advertised publicly in the Daily Commercial News, on the City of Kitchener
website and the Internet through the Ontario Public Buyers Electronic Tendering Information
System. Documents were picked up by twenty-two (22) interested parties, and by the closing
th
date of Thursday July 26, 2012, four (4) tenders had been received.
The tenders were reviewed by D. McLeod, Aecom, the City’s Consultant for the project, and M.
Memon, Design & Construction Engineer, who concur with the above recommendation.
