T12-063 – Creek Remediation – Schneider Creek Reach 1
(From Hayward Avenue to Downstream of The Future Block
Line Road Crossing)
RECOMMENDATION:
That Tender T12-063 – Creek Remediation - Schneider Creek Reach 1 (From Hayward Avenue
Bel-Air Excavating &
to Downstream of The Future Block Line Road Crossing), be awarded to
Grading Ltd., Cambridge, Ontario
at their corrected tendered price of $1,458,620.25,
including provisional items and contingencies of $196,000., plus H.S.T. of $189,620.63., for a
total of $1,648,240.88; and further,
That the Director of Supply Services be authorized to execute an agreement satisfactory to the
City Solicitor.
BACKGROUND:
An Environmental Assessment (EA) Addendum for the remediation of Schneider Creek between
Hayward Avenue and Manitou Drive was completed in the spring of 2012 by the City of
Kitchener in partnership with Grand River Conservation Authority (GRCA) and was approved by
Council on March 19, 2012. A preferred alternative was determined for the three reaches of the
creek within the study limits to alleviate the flooding and erosion concerns. Engineering
Services is proceeding with the implementation of the preferred alternative for Schneider Creek
Reach 1 (Hayward Avenue to downstream of the future Block Line Road Crossing,
approximately 920m downstream of Hayward Avenue).
Along with the Creek remediation works, the contract also includes the construction of a new
pedestrian pathway along the Reach 1, which is part of the Trans-Canada Trail system. Work
will include excavation and grading, clearing of vegetation, granular materials, pathway
drainage, placement of culverts, and the installation of a prefabricated steel pedestrian bridge,
including abutments.
Funds for construction have been approved by Council as part of the 2011-2012 budget.
The administration, design and tendering of this project has been completed by the engineering
consultant AECOM Canada Ltd. The construction administration and inspection of this project
will also be completed by AECOM Canada Ltd. staff.

Full funding for this project has been approved by council as part of the 2012 budget process. A
budget of $1,240,000. was approved in 2011 with the intent to start the construction for Reach 1
in fall of 2011. As the Environmental Assessment (EA) Addendum was finalized only in spring
of 2012, the Reach 1 construction phase was deferred for fall of 2012. In 2012 another
$682,000. was approved with the intent to start the design for Reach 3 and Reach 2. The
surplus projected in the project is to be used for the design of Reach 3 and Reach 2 scheduled
for construction in 2014 and 2015 respectively. Favorable pricing for this project may be
attributable to the work proceeding through the fall and winter.
The Reach 1 construction is scheduled to begin October 1, 2012, weather permitting, and is
located within the Ward 3 boundary. The completion date for the creek work and pathway is
February 2013. Planting and seeding will be completed by spring 2013.
REPORT:
Tenders were advertised publicly in the Daily Commercial News, on the City of Kitchener
website and the Internet through the Ontario Public Buyers Electronic Tendering Information
System. Documents were picked up by fifteen (15) interested parties, and by the closing date of
Thursday, August 16, 2012, four (4) tenders had been received.
The tenders were reviewed by J. Prince, AECOM Canada Ltd., the City’s Consultant for the
project, and D. Lupsa, Design and Construction Project Manager who concur with the above
recommendation.
