SUBJECT: E12-064 -Consultant Services --Class Environmental
Assessment and Preliminary Design for Laurentian Sanitary
Pumping Station, Forcemain and Sewer Upgrades
RECOMMENDATION:
That Expression of Interest E12-064 -Consultant Services -Class Environmental Assessment
and Preliminary Design for Laurentian Sanitary Pumping Station, Forcemain and Sewer
Upgrades, be awarded to MMM Group Limited, Thornhill, Ontario at their estimated fee of
$245,819.20 including contingencies of $22,347.20 plus H.S.T. of $31,956.50, for a total of
$277,775.70 based on a satisfactory contract being negotiated and upset fee being established;
and further,
That the Director of Supply Services be authorized to execute an agreement satisfactory to the
City Solicitor.
BACKGROUND:
In accordance with the June 25, 2012 Council recommendations, the City completed the
tendering process to undertake the Class Environmental Assessment Study for the Laurentian
Sanitary Sewage Pumping Station. The City is responsible far operating and maintaining the
sanitary sewer networks and pumping stations within its boundaries white the Region of
Waterloo is responsible far operating and maintaining the wastewater treatment plants within
the City of Kitchener's boundaries. In accordance with the Kitchener Growth Management Plan
and the 200412009. Development Charge Background studies, the City of Kitchener is planning
to develop the Laurentian West Phase 3b Community and surrounding areas. In order to
support development in this area, the City is required to complete a Class EA study to identify a
location fora new sanitary pumping station, forcemain, and other related infrastructure
upgrades.

REPORT:
In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of
Professional Services/Consultants, a Consultant's Review Committee was established
consisting of T. Jacobs, Project Manager, Development Engineering, B. Korah, Manager,
Development Engineering, B. Dubrick, Operations Supervisor and L. Gordon, Director of Supply
Services.
Expressions of interest were advertised publicly on the City of Kitchener website and on the
internet through the Ontario Public Buyers Association Electronic Tendering Information System
relative to this project. Documents were downloaded by thirty {30) interested parties, and by the
closing date of July 31, 2012, seven (7) responses had been received.
The review committee met on August 10, 2012 to review the submissions and a shortlist of
three {3} candidates was selected for further interviews. The Committee met on August 24,
2012 to interview the shortlisted candidates. The Committee elected to award the project to
MMM Group Limited, Thornhill, Ontario.

The surplus will be returned to the developer once the EA is complete. The cost of
construction has not been included in the above analysis, as it is currently planned
for 2020.
