HomeMy WebLinkAboutINS-12-077 - Noise Exemption - Region of Waterloo Miscellaneous ImprovementsREPORT TO: Community & Infrastructure Services Committee DATE OF MEETING: September 24, 2012 SUBMITTED BY: John McBride, Director, Transportation Services Stephanie Brasseur, Traffic Project Coordinator, PREPARED BY: extension 2373 WARD(S) INVOLVED: All DATE OF REPORT: September 12, 2012 REPORT NO.: INS-12-077 Noise Exemption – Region of Waterloo Miscellaneous SUBJECT: Improvement RECOMMENDATION: That the Regional Municipality of Waterloo and its contractor(s) be exempt from the provisions of Chapter 450 Noise of the City of Kitchener Municipal Code Article 6 Construction Work during the miscellaneous improvements Contract No. 2012-013 in the City of Kitchener, the request for the noise by-law exemption is only between the hours of 7:00 p.m. to 7:00 a.m. for the period from October 1, 2012 to October12, 2012. BACKGROUND: The Region of Waterloo annually has a contract relating to miscellaneous repairs/improvements on Regional Roads throughout the Region. These include concrete curb repairs and spot road repairs at various locations based on necessity. This exemption is requested in order to complete the work as required; traffic interference will be minimized by working at night when volumes are lower. REPORT : The exemption is to accommodate the necessary works at a time when impacts to vehicular traffic are at a minimum. Such construction activities will include: Spot road repairs. The Region of Waterloo’s Contract 2012-013 Miscellaneous Improvements project commenced July 25/12. With favourable weather, the contract remains on schedule with completion tentative on October 31, 2012. ë ó ï In meeting with the Region, City, and the contractor there is contract work that is required at various locations during this construction that will be required to take place in order to minimize traffic disruptions and reduce business impacts. This work will be required that will go beyond the allowable 7:00 pm construction deadline and be required for the overnight periods to complete the work. A letter of request from the contractor, Capital Paving, is attached. Dates have now been confirmed in order to request a noise exemption. This exemption will allow the contractor to complete these spot repairs and maintain traffic access and reduce business impacts and a progressive work schedule. Attached is the letter from the contractor outlining further details related to this work/exemption request for the various City of Kitchener roadways for the upcoming work scheduled for the timeline of October 1 to October 12, 2012. The locations of work as specified in the letter attached (appendix A) within the City of Kitchener, the following schedule Items apply: Part A Spot Repairs: A3-7, 13-16**, 23, 50**, 56, 57, 60-63, 67 and 70 Part B Crack Sealing Part D Bus Pads: D17-26 Part E Noise Wall Part H University Avenue (@ Country Stone) Resurfacing Part L Fischer Hallman sidewalk Part M Homer Watson at Huron sidewalk Additionally; night work (denoted ** above) is proposed (Part A, A13-16 and A50) which requires an exception from Kitchener noise by-law for these parts of the Contract. The spot road repairs for the City of Kitchener are located as follows: A.13 King Street E between Hwy 401 and Sportsworld Dr A.14 King Street E between Sportsworld Dr and Deer Ridge Dr A.15 King Street E between Deer Ridge Dr and Hwy 8 A.16 King Street E between Hwy 8 and Riverbend Dr A.23 Bridgeport Rd E between NB ramp Hwy 86 and SB ramp Hwy 86 A.50 Homer Watson Ramp at Huron Rd A.61 Fairway Rd S from Wilson Ave to Manitou Dr A.63 Bleams Rd from Homer Watson Bl to Strasburg Rd A.67 to A.69 Fischer Hallman Rd from Victoria St to Laurelwood A.71 Ira Needles Bl from Highland Rd to Victoria St ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: This initiative falls under the Community Priority of Quality of Life. “Work with partners, including all orders of government, to create a culture of safety in our community.” The implementation of improved traffic flow and safety will provide positive direction for motorists. ë ó î FINANCIAL IMPLICATIONS: None.
