ON-STREET PARKING REGULATIONS – SHELDON
SUBJECT:
AVENUE NORTH
RECOMMENDATIONS:
That parking be prohibited at any time on the west side of Sheldon Avenue North from a
point fifty (50) metres north of Fairmount Road to a point forty-five (45) metres north
thereof; and further,
That the Uniform Traffic By-law be amended accordingly.
BACKGROUND
:
Sheldon Avenue North from Fairmount Road to the northern terminus includes
residential development on both sides of the right-of-way. In response to a request from
the property management firm representing a large apartment complex, concerns
related to turning movements and available sightlines at the private driveway of 260
Sheldon Avenue North have been reviewed.
REPORT
:
Currently, on-street parking is prohibited on the east side of Sheldon Avenue North
between Fairmount Road and the north terminus, while being permitted on the west side
of Sheldon Avenue North between Fairmount Road and the north terminus for a
maximum period of three (3) consecutive hours, as outlined in the City of Kitchener
Uniform Traffic By-law No. 2007-138.
Transportation Services has received a request to review the existing parking
regulations on Sheldon Avenue North. This request cited that vehicles parked on the
west side of Sheldon Avenue North on either side of the driveway access of 260
Sheldon Avenue North restricted safe sightlines for drivers attempting to turn from this
driveway access and recommend that parking be restricted in this area.

To address this, Transportation Services has reviewed this issue including a field
investigation, and has concluded that insufficient sightlines can exist with vehicles
parking on the west side of Sheldon Avenue North on either side of the driveway access
of 260 Sheldon Avenue North.
Transportation Services is recommending prohibiting parking at anytime along the west
side of Sheldon Avenue North from from a point fifty (50) metres north of Fairmount
Road to a point forty-five (45) metres north thereof to improve the visibility from the
driveway access of 260 Sheldon Avenue North. It is anticipated that a loss of
approximately four (4) parking spaces will result from this prohibition.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN
:
This initiative falls under the Community Priority of Quality of Life. “Work with partners,
including all orders of government, to create a culture of safety in our community.” By
working with the neighbourhood, on-street parking concerns have been addressed.
FINANCIAL IMPLICATIONS
:
The approximate cost for sign installations for the roadway is $200 and will be taken
from the existing sign maintenance budget.
COMMUNICATIONS
:
The property management for 260 Sheldon Avenue North has provided an email of
formal request to address this concern. This proposed regulation is limited to the
frontage of 260 Sheldon Avenue North.
