HomeMy WebLinkAboutCAO-12-039 - Advisory Committee Membership TermREPORT TO:Committee of the Whole DATE OF MEETING: October 1, 2012 SUBMITTED BY: Jeff Willmer, CAO (519-741-2350) PREPARED BY: Jenn Grein, Executive Assistant to the CAO (519-741-3400 x3277) WARD(S) INVOLVED: All DATE OF REPORT: September 26, 2012 REPORT NO.: CAO-12-039 SUBJECT: Advisory Committee Membership Term RECOMMENDATION: That Sub-section 3.1 of Policy I-63 (Appointment to Boards and Committees) be amended by changing the maximum consecutive length of service for an individual to be appointed to the same committee from 6 to 8 years. BACKGROUND: The City’s last full review of its Advisory Committees occurred in 2008, in response to a recommendation in A Plan for a Healthy Kitchener (2007-2027): “That the City review its advisory committees to ensure that committee structure and mandates are clear, that there is member representation from across sectors, and that future direction is tied to broad healthy community priorities.” Further, at the request of Council, following the 2006-2007 committee appointment process, the review working group added consideration of “recruitment, nomination and appointment processes” to its term of reference. REPORT: Extending the term of membership on an advisory committee from 6 to 8 years, balances the learning curve involved in joining a committee towards becoming a contributing member, with turnover to provide input of new knowledge and experience valuable to the committee. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: Extending the term of membership on an advisory committee will support the strategic priorities cultivating local leadership and promote informed decisions that last. ï ó ï FINANCIAL IMPLICATIONS: nil COMMUNITY ENGAGEMENT: The City of Kitchener has long recognized Advisory Committees of Council as invaluable forums for citizen engagement in municipal decision-making and has shown its commitment to ongoing reviews of their form and function as the corporation and the community change over time.
