HomeMy WebLinkAboutINS-12-080 - On-Street Parking Regulations - Harding StREPORT TO:Community and Infrastructure Services Committee DATE OF MEETING: October 15, 2012 SUBMITTED BY: John McBride, Director of Transportation Services PREPARED BY: Danny Pimentel, Traffic Technologist (741-2371) WARD(S) INVOLVED: Ward 5 DATE OF REPORT: October 9, 2012 REPORT NO.: INS-12-080 SUBJECT: ON-STREET PARKING REGULATIONS – HARDING STREET RECOMMENDATIONS: That parking be prohibited at any time on the inner curve (odd house number side) of Harding Street from a point 55 metres north of Helena Feasby Street to a point 20 metres north thereof, and further; That the Uniform Traffic By-law be amended accordingly. BACKGROUND: Transportation Services had received a request to review the existing on-g street parkin regulations on Harding Street. The request cited concerns of vehicles parking along the inner curve near 37 Harding Street, thereby obstructing sightlines when residents are attempting to access their properties. The request also cited difficulties in traversing the curved roadway, due to the narrowing of the effective roadway width, with vehicles parked along the inner curve. REPORT: At the present time, on-street parking is permitted on both sides of Harding Street between Helena Feasby Street and Riehm Street, for a maximum period of three (3) consecutive hours, as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138. In order to address this request, Transportation Services sent a notification letter to the nine (9) affected residents, regarding a proposal to prohibit on-street parking along the inner curve of the roadway in the area of 37 Harding Street. City staff received no comments from any of the notified residents on Harding Street. In the interest of traffic safety, it is recommended that this proposed parking prohibition be implemented. í ó ï ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: This initiative falls under the Community Priority of Quality of Life. “Work with partners, including all orders of government, to create a culture of safety in our community.” By working with the neighbourhood, on-street parking concerns have been addressed. FINANCIAL IMPLICATIONS: The approximate cost for sign installation for the roadway is $200 and will be taken from the existing sign maintenance budget. COMMUNITY ENGAGEMENT: In August 2012, affected residents along Harding Street, in the area of 37, were notified regarding the proposed parking changes. There were no concerns from residents regarding this proposal.
