ON-STREET PARKING REGULATIONS – THIRD AVENUE
RECOMMENDATIONS:
That parking be permitted for a maximum of three (3) consecutive hours on both sides of
Third Avenue between Kingsway Drive and Connaught Street; and further,
That the Uniform Traffic By-law be amended accordingly.
BACKGROUND:
Transportation Services has received a request to review the existing on-street parking
regulations on Third Avenue between Kingsway Drive and Connaught Street. The request cited
that with the departure of the Canada Post Office at 4 Kingsway Drive, on-street parking
concerns on Third Avenue may have abated.
REPORT:
Currently, on-street parking is prohibited at any time on the west side of Third Avenue from
Kingsway Drive to a point 235 meters south thereof as well as on the east side from Kingsway
Drive to a point 52 meters south thereof. On-street parking is permitted on the east side of Third
Avenue from a point 52 meters south of Kingsway Drive to a point 183 meters south thereof, 8:00
a.m. – 6:00 p.m. Monday – Friday, for a maximum one (1) hour. Parking is permitted for up to
three (3) consecutive hours for the remainder of Third Avenue, as outlined in the City of Kitchener
Uniform Traffic By-law No. 2007-138.
In order to address this request, Transportation Services surveyed the residents regarding a
proposal to remove all existing parking prohibitions and permit on-street parking for a maximum
period of three (3) consecutive hours. It is proposed to maintain the existing fifteen (15) meter
corner parking restriction on Third Avenue at Kingsway Drive, to maintain clear and safe
intersection operations. The survey results are as follows:

of three (3) consecutive hours on both sides of Third
Avenue between Kingsway Drive and Connaught Street: 12 (63%)
In favour of leaving the current regulation as is: 7 (37%)
TOTAL 19 out of 64 – (30% responded)
As indicated above, twelve (12) out of nineteen (19) respondents, or 63%, are in favour of
allowing on-street parking for a maximum of three (3) consecutive hours on both sides of Third
Avenue between Kingsway Drive and Connaught Street. This proposal will better serve
residents and their guests along with providing an informal traffic calming measure, as on-street
parking can result in slower vehicle travel speeds.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
This initiative falls under the Community Priority of Quality of Life. “Work with partners, including
all orders of government, to create a culture of safety in our community.” By working with the
neighbourhood, on-street parking concerns have been addressed.
FINANCIAL IMPLICATIONS:
The approximate cost for sign removals for the roadway is $200 and will be taken from the
existing sign maintenance budget.
COMMUNICATIONS:
In August 2012, affected residents along Third Avenue were surveyed regarding the proposed
parking changes. Two (2) responses cited that they would not like to return to the way things
were before, when vehicles were parking all day. However, it is noted that much of the long term
parking that had previously occurred should now be eliminated with the departure of the Canada
Post office. The remaining responses provided no comments with their survey.
