SUBJECT: DOWNTOWN BANNER POLICY
Modifications to Council Policy #I-1185
RECOMMENDATION:
That the modifications to Council Policy #I-1185 (Banner Policy) be approved in the form
shown in the appendix of the report, which includes:
Permitting the use of banners for major exhibitions
Minor housekeeping corrections
BACKGROUND:
The City of Kitchener hangs banners on streetlights throughout the Downtown, particularly along
King Street. The primary purpose is to promote major festivals while adding colour and interest
to the streetscape. The City also hangs banners which implement City-driven marketing and
brand development campaigns. City-associated organizations (e.g. Centre in the Square) and
other not-for-profit, community based events can hang banners for three weeks leading up to
the event. In certain instances, event organizers are required to provide the banners and pay for
any installation and removal costs.
REPORT:
The proposed revision to Council Policy #I-1185 would enable the use of banners for the
promotion of “major exhibitions” that are associated with City facilities. This could include
exhibitions at THEMUSEUM, KW Art Gallery, etc. Such banners could be hung for the duration
of the exhibition. Given the tourism, civic and cultural importance of these exhibits, staff feel it is
important to support and promote such initiatives through street banners.

Minor Housekeeping Corrections:
In 2011, new sections were added causing internal references to need renumbering. The
following references were missed. Under section 3(i), the initial reference to section 1(d) should
read 1(e), and references to 3(e)(viii) should simply read 3(e).
FINANCIAL IMPLICATIONS:
Organizations requesting the placement of banners may be required to cover the costs
associated with installation and removal.
CONCLUSION:
The proposed revisions provide additional opportunities for cultural organizations, such as
THEMUSEUM and KWAG to promote their exhibitions.
