On May 3, 1965 the Kitchener Parks and Recreation Commission was
formally established and took over the responsibilities of both the Kitchener
Board of Park Management and the Kitchener Recreation Commission. The
Parks and Recreation Commission was composed of ten members, however,
only eight individuals were initially appointed. The remaining two positions were
filled at a later date. Those that were appointed to the Parks and Recreation
Commission had previously occupied positions either with the Recreation
Commission or the Board of Park Management. The chairman of the
Commission was Keith Shantz, the former Recreation Commission Chairman.
The other Commissioners were W. Taylor, C.E. Cobean, F. Bossenberry, D.
Gurzi, and H. Freure. Mayor Hymmen and Alderman Dominic Cardillo
represented the City Council on the Commission. As indicated by its new name,
the focus of the Commission was not only on the management of City parks, but
also on Kitchener's various recreation facilities. Although a considerable portion
of the Commission's attention was devoted to maintaining the parks, there was
increased emphasis placed on the development and implementation of
recreational programs that would meet public needs. The Commission was
actively involved in the development of programs for seniors, developmentally
and physically challenged children, and families. During the seven years of its
existence, the Commission had to regularly contend with the issue of charging
fees for the use of facilities and services while at the same time ensuring that the
entire population could afford to make use of these facilities. In 1966 a
subordinate commission was created that was responsible for the upkeep of all
municipal golf courses. In that same year the Parks and Recreation Commission
became responsible for the maintenance of all City trees. By 1971 the
Commission was functioning in much the same way as a City Department and
the members of the Commission observed that it might be beneficial if the
Commission eventually came under the direct authority of City Council. It was
resolved that the matter would be looked into at a later date. In December 1972
the Kitchener Parks and Recreation Commission was officially dissolved by City
Council and its responsibilities were adopted by the new Parks and Recreation
Department.
The fonds consists of minutes, minute attachments, agenda packages,
annual reports, City by-laws, insurance policies, collective agreements, financial
records, plans, scrapbooks and a sign. Occasionally, records that exceed the
existence of the Commission have been included in the fonds an attempt to
maintain the integrity of the documents. Although the records were initially
sorted into an artificial structure by the Parks Operations Division, an effort has
been made to restore the documents to their original creating agencies. As a
result, the records have been arranged into twelve series
Title based on the contents of the fonds.
Records transferred to the City of Kitchener upon the dissolution of the
Commission.
1: Minutes. - 1965-1972. - 1 bound volume.
This series contains the minutes of the Kitchener Parks and Recreation
Commission which include financial information, correspondence,
petitions, minute attachments and reports by the Commission's
committees. They also have several reports on the conditions and
activities of the City's recreation facilities.

2: Agenda Packages. - 1965-1972. - 7 bound volumes.
This series comprises of agenda packages with accompanying documents
to be discussed in the meetings. They also contain minutes of previous
meetings so that they might be approved and are arranged according to
the date of the meeting.

3: Annual Reports. - 1968-1969. -1 cm.
This series contains some of the annual reports of the Commission. In
addition to providing financial information, the reports also include
information regarding programs, facilities, and staff. They are arranged in
chronological order.

4: City By-laws. - 1966. -1 cm.
This series consists of copies of City By-laws concerning the Parks and
Recreation Commission. The by-laws are arranged in chronological order.

5: Insurance Policies. - 1966. - 1 cm.
This series consists of a policy taken out by the Commission.
An index of the insurance policies is available in Appendix E.
6: Collective Agreements. - 1970-1972. - 2.5 cm.
This series consists of the collective agreements made between the
Commission and the Canadian Union of Public Employees. The files are
arranged in chronological order.

7: Financial Records. -1965-1969. - 2.5 cm.
This series consists of various financial records belonging to the
Commission. It includes an employee list for insurance, a capital forecast,
budgets, and property assessment information. The files are arranged
alphabetically according to subject heading.

8: Trailer Camp. -1963-1966. - 4 cm.
This series contains picnic reservation books, correspondence regarding
picnic reservations, and receipt books for the trailer camp. Documents
that were created after the dissolution of the Commission have been
included in an effort to maintain the integrity of the documents. The files
are arranged in alphabetical order.

9: Victoria Park Master Plan. - 1971. -1 cm.
This series contains the master plan for Victoria Park. It is a technical
report which addresses the changing recreational and leisure needs of the
community and provides recommendations as to how Victoria Park can
meet these demands.

10: Subject Files. - 1894-1972. - 3 cm.
This series contains a mixture of documents. It includes correspondence,
crests, a policies and procedures manual, overheads, and attendance
records of Woodside Pool. The files are arranged in alphabetical order
according to subject heading.

11: Reference Material. - 1970-197-. - 5 cm.
This series consists of street guides and several Staging of Development
Policy reports. The files are arranged alphabetically according to subject
headings and then chronologically within these headings.
An index of the reference material is available in Appendix K.
12: Scrapbooks. - 1965-1972. - 1 cm, 18 bound volumes.
This series consists of scrapbooks compiled by the Parks and Recreation
Commission, a photo album, and several selected newspaper clippings.
The scrapbooks contain newspaper clippings and photographs, which
provide detailed information regarding the activities of the Commission
and the various programs that were in operation over the years. They are
arranged chronologically, however not all of the clippings are arranged in
a strict chronological order.
