ORGANIZATIONAL CHARTS fonds - 1968-2012. - 36cm of textual records.
For over 40 years the City of Kitchener has created organizational charts of the
structure of the organization. The charts include the divisions, departments and specific
roles within the departments. Some of the charts are on a higher level and some of the
charts include the specific names of employees in the roles. As the years have passed
the changes in the organization are noticed by the changing of division names,
department names and job titles. There are years where the charts are very specific
and detailed and other years where they are not as detailed.
The first organizational chart is from 1968 and is for the Parks and Recreation
Department of the City only. There is no corporate chart available. The next set of
charts are from the early 1970's and indicate the 9 major departments at that time all
reporting to the City Coordinator/Coordinating Committee. The major departments were
Works, Finance, Planning and Development, Parks and Recreation, Clerk's, Supplies &
Services, Legal, Personnel and Fire. There were many departments under each of
these major departments.
In 1984, the charts show the next name changes. The departments continued to
report to the City Coordinator. The names were Administrative Services, Finance, Fire,
General Services, Legal, Parks & Recreation, Public Works and Transportation
Services. The title of division was first used to note the departments under these major
department names.
In 1991, the next name changes were Administrative Services, Economic
Development, Finance, Fire, General Services, Legal, Parks and Recreation, Planning
and Development, Public Works, and Transportation. The Coordinating Committee
became the Management Committee and the title of Chief Administrative Officer was
first indicated.
1993 saw the next name changes which were Economic Development, Legal,
Administration and Transit, Finance, Fire, General Services, Parks and Recreation,
Planning and Development and Public Works. Economic Development was reporting to
the CAO and the rest reported to the Management Committee.
In 1995, the name of City Clerks was added to General Services and all the other
names stayed the same. The Legal Department and Economic Development both
reported to the CAO and the Management Committee, with the Legal Department also
linking to the City Council.
In 1996, the department names stayed consistent except to add the Human
Resources department. Human Resources reported to the CAO.
In 1998, name changes and additions were made. Communication Division was
added and reported to the Mayor's Office and CAO. General Services became
Corporate Services and City Clerk's and the Planning and Development became
Business and Planning Services. On July 1, 1999 the Transit Division was transferred
to the Region of Waterloo.
Major organizational changes took place in 2001. The Parks and Recreation
Department was renamed Community Services and the Public Works Department was
renamed Development and Technical Services. Departments from the Public Works
that did not stay in DTS were moved to Community Services. Community Services
consisted of Athletics & Aquatics, Community Programs and Services, Administrative
Services, Enterprise, Environmental & Parks Services, Road Services, and Traffic &
Parking Services. Development and Technical Services consisted of Business &
Planning Services, Fire and Engineering Services. Also in 2001 Strategic Services was
added as a department and consisted of Corporate Research & Planning, Corporate
Communications and Human Resources. Legal became a division within Corporate
Services.
Since 2001 there have been ongoing changes made to titles, departments and
divisions. One change that was made was the Information Services department, it
moved from Finance to Corporate Services and then the name was changed to
Information Technology and moved to Strategic Services. Also by mid June the
Management Committee was no longer indicated on the organizational charts. It was
replaced with the CAO.
For 2003 and 2004 the charts are not complete as the City began posting the
organizational charts on-line and the printed copies were not available.
In 2005 Strategic Services department was dissolved. The departments of
Corporate Communications & Marketing, Human Resources, Economic Development,
Director of Strategic Initiatives, Administration and Performance Measurement &
Internal Auditor report directly to the CAO and through another department. Information
Technology moved back to Corporate Services.
In 2010, the Office of the Mayor and Council moved from Corporate Services to
the CAO's office.
In 2011, another major reorganization took place. A realignment of divisions
within the departments took place with the completion of the new Consolidated
Maintenance Facility now called Kitchener Operations Facility. The new departments
are Finance & Corporate Services with the divisions of Accounting, Financial Planning,
Human Resources, Information Technology, Legal, Legislative Services, Revenue and
Supply Services. Community Services Department has the divisions of Building, By-law
Enforcement, Community Programs and Services, Enterprise, Fire and Planning. The
newly named Infrastructure Services Department has the divisions of Engineering,
Facilities Management, Fleet, Operations, and Utilities. Under the CAO are the
divisions of Communications and Customer Service, Economic Development, Office of
the Mayor and Council and Strategic Planning.
The fonds consists of organizational charts of various levels within the
organization. The records consist of one series in chronological order.
