ANNOUNCEMENT
The City of Waterloo isworking on anew culture plan. The community engagement portion isnow
underway. Betty Anne Keller invitesACAC members to participate by completing a ‘discussion guide’.
Submit completed documents to Carrie Kozlowski, or send directly to City of Waterloo. Public launch
event (‘Fair on the Square’) takes place at Waterloo civic square on Sun.,Sept.30, 1pm.
DELEGATIONS
Update on recent Creative Enterprise Initiative (CEI), Heather Sinclair
Name has been shortened from Creative Enterprise Enabling Organization to CEI.
Now in existencefor 1.5 years.
Currently has two staff, plus CEO(coordinator, community engagement, and administrative
assistant). Also have several high school co-op placements, and university co-op positions.
Secured charitable status under the name Createscape Waterloo Region.
CEI’s goals:
to make Waterloo region avibrant place to live, work,play and stay
o
to secure funding for the arts/culture sector
o
to provide free resources, low cost services
o
to invest in initiatives that will create and sustain outstanding creative enterprise.
o
Examples of activities undertaken:
‘Speed Dating 101’: an event that matchedfunders and fund-seekers. Provided
o
information about how to successfully apply for grants/navigate the granting process.
Revenue optimization program: helped seven festivals and events to generate
o
revenue
Launched a studio location on Erb St. in Waterloo as part of investment strategy. 30
o
artists/art groups applied for 12 available spots. Retail storefront coming soon.
Corporate policies now in development.

Further strategic planning to take place in early 2013.
o
Seeking fundingfrom the private and provincialsectors.
o
Actively driving a leadership council. 14 investors made 3-year funding
o
commitments. Will provide several hundred thousanddollars of funds.
Engaged publicity firm used by the Waterloo Region Tourism and Marketing
o
Corporation. Negotiated lower publicity rates and ‘group advertising buys’ to provide
local festivals and events with promotional opportunities.
Secured a grant writing expert to provide low-cost assistance for artists/groups
o
seeking assistance with grant writing
Applied for a Creative Communities Prosperity Fund grant on behalf ofthe whole
o
regionto fund a region-wide asset collection/inventory project. Local municipalities
(including Kitchener) provided letters of support. Goal: aggregatedataon venues,
people, places, festivals, events, andresources, (e.g.studios, art services). Not
calling it a mapping project. Final funding announcement: Nov.1. Applied for
$112,000 to fund the hire of twoentry-level positions to gather/input information.
Duration would be 15 months. All information would be accessible to the
participating partners.
Heather demonstrated a working version of a new web site, to be launched at the
o
end of October. Site will be a promotional tool for artists/organizations.An
aggregate of information, based on social media, video and photos. Resource-based
anddatabase driven, providing tools and templates for artists.Will be fun, appeal to
all ages, and be easy to use. Places, events, people, bloggingand resources will be
the categories of information supplied. 400 venues have been mapped so far. Users
can click on the map to learn more about a particular venue/asset. While CEI will
add as much info as possible, the public can add their own information about their
assets.
ACAC comments:
Data on events should be easily accessed by organizations that might want to provide
o
information on listed eventsin their own contexts/web sites.RSS feeds might be the
way todo this, so that eventlisting could be shared on other calendars.
Perhaps requesting permission to share data should be part of the data collection
o
process
As web sites can be expensive to create/maintain, it would be ideal if this site could
o
eventually become ‘cost neutral’, perhaps through advertising? This could be a goal
for future. First focus is to establish, fine-tune and build traffic to the site without
ads to build a foundation for future growth. A policy about ads would be required.

Silvia DiDonato has been named the new manager of the arts/cultureunit.
4.0Music Cluster Update: Silvia DiDonato
On a motion made by Aaron MacFarlane, seconded by Helena Ball:

September 24, to Finance and Corporate Services Committee.”

Sets out action items, including several initiatives already underway.
Some action items include: a music business resource centre (physical and virtual spaces),
policy issues such as mandating a live music component at city events, and striking a music
working group.
ACAC feels that a Music Working Group will be a valuable addition, could be an informal, ad
hoc subcommittee of ACAC
November 22 is tentative date for next community consultation opportunity.
INFORMATION ITEMS
5.0ACAC end-of-term procedures
ACAC’s current term ends November 30.
Current members are not automatically reappointed.
Members must reapply if they wish to serve again and are eligible to do so.
6 consecutive years is the maximum appointment to any one committee
Members can only be appointed to one committee at a time.
The deadline is October 5, 2012

6.0Update on changes to the Official Plan
Planning staff now circulating a second draft of the Official Plan for internal review.
Next step: to release the second draft to the public. Timing of the release not yet set.
Depends on Transportation Master Plan and status of Ontario Municipal Board appeals to the
regional official plan.

When the 2draft is released to the public, Planning staff will attend an ACAC meeting to
provide updates on the revisions changes that were made to the plan as a result of ACAC’s
comments.
7.0Creative Communities Prosperity Fund (CCPF) Application: Silvia DiDonato
As the CEI applied on behalf of the entire region for a CCPF grant to undertake an asset
inventory, Kitchener did not apply to the fund this year. This was a strategic decision. A
regional asset inventory will be more useful than a city-centric inventory. The asset
inventory can be the foundation for a new City of Kitchener culture plan(perhaps in 2013 or
2014). Kitchener will participate in the CEI’s process, if it secures funding for the project.
8.0KOI Play: gaming-related event on September 14
Gaming event was a new addition to the Kitchener Ontario Independent Music Festival. A
lively tradeshow with participants from University of Waterloo, Conestoga College,
Electronic Arts, etc.130 people turned out to play games, network, make contacts and
learn about employment opportunities in gaming. Startups had an opportunity to network
with each other.Startups gotto mingle with potential future content creators. Good vibe.
Will build on the event for next year.
9.0Public Art Working Group Report: SeanPuckett
Jefferson Campbell Cooper, Artist in Residence, has installed his project (The People’s
Museum of Kitchener) in the Berlin Tower ARTSPACE. On September 21 at 6pm, he will
Greet the Go train with members of the public at the VIA station at Victoria and Weber. On
September 23, he will be present at Word on the Street.
PAWG is investigating whether or not bringing art to community centres could be a feasible
project. So far a couple of centres look promising, but many items need to be addressed.

The newest public art project, a mural called ‘Suddenly it’s 1957! By artist Larry Hunter was
celebrated in Belmont Village on August 18.
The installation of artwork at the Kitchener Operations Facility will take place later this
month.
10.0Downtown Advisory Committee (DAC) Report: Aaron MacFarlane
DAC divided into subgroups with different areas of focus, including:
Park benches on King Street by the market

Planning an evening event to encourage people to shop/dine downtown and stay for
o
the evening
Animate civic square in the evening.

11.0Council Report: KellyGalloway
No report in councillor Galloway’s absence.
12.0Members’ news
Cheryl Ewing:two local musicians competed for and won opportunities to present
‘Showcase Performances’at the Ontario Contact event taking place in Kitchener at the end
of October. This is a coveted opportunity that will help the musicians access performance
opportunities across the country. (Kevin Ramessar and Tim Louis)
Alan Hoch:New season has started at the Registry Theatre:

Thurs., Sept 20. Avatar(James Cameron interactive exhibit) opens October 11.

SarryZheng:Update on youth items: Eyegoto the Arts received Trillium funding, will hire
youth, Young professional meetup groups taking place.
Mark Derro:Conestoga’s enrolment is 9,000 full time and 45,000 part time students. This is
42% growth in last 5 years. Fastest growing school in province. School of Media and Design
is the fastest growing department. Mark is always interested in learning about new
community initiatives that could lead to opportunities for program development.
