Goodeve, Committee Administrator CSD-12-137 - DEMOLITION CONTROL APPLICATION DC12/20/J/MV 1. - 132 JACKSON AVENUE - ASHOK MANANI The Committee considered Community Services Department report CSD-12-137, dated September 29, 2012, recommending approval of Demolition Control Application DC12/20/J/MV for 132 Jackson Avenue, subject to conditions. In response to questions, Mr. A. Pinard confirmed that the subject property is proposed to be redeveloped with a new semi-detached dwelling, which is a permitted use under the existing Residential Four (R-4) zoning.He indicated that while not legislatively required, a courtesy letter was circulated to all property owners within a 60 metres radius of the subject property informing them of the proposed demolition. He noted that a discussion is anticipated to be held at the next Council Strategy Session regarding the various aspects of processing a demolition control application. Councillor K. Galloway referred to correspondence she received from Mr. Dean Perkins, area resident, dated October 14, 2012; in which Mr. Perkins outlines the following concerns with the demolition control application for 132 Jackson Avenue: • impact the proposed new semi-detached dwelling may have on the property values of the other homes in the neighbourhood; • potential parking and traffic congestion issues; and, • potential for the new semi-detached dwelling to not be constructed in accordance with the City’s building regulations. On motion by Councillor S. Davey - it was resolved: “That Demolition Control Application DC12/20/J/MV requesting permission to demolish one (1) single detached dwelling located at 132 Jackson Ave, owned by Ashok Manani, be approved with the following condition: That the Chief Building Official may authorize and issue a demolition permit under Section 33(6) of the Planning Act subject to the following condition: That in the event that construction of the new dwelling unit is not substantially complete within 2-years from the day demolition of the existing residential property is commenced, the City Clerk may enter on the collector’s roll, to be collected in like manner as municipal taxes, $20,000 for each dwelling unit contained in the residential properties in respect of which the demolition permit is issued and such sum shall, until the payment thereof, be a lien or charge upon the land in respect of which the permit to demolish the residential property is issued.” COMMUNITY AND INFRASTRUCTURE SERVICES COMMITTEE OCTOBER 15, 2012 - 83 - CITY OF KITCHENER INS-12-079 - ON-STREET PARKING REGULATIONS 2. - FOUR SEASONS COURT The Committee considered Infrastructure Services Department report INS-12-079, dated October 9, 2012, recommending that parking be prohibited at any time on the inner curve of Four Seasons Court. On motion by Councillor S. Davey - it was resolved: “That the Uniform Traffic By-law be amended to prohibit parking at any time on the inner curve (odd house number side) of Four Seasons Court from a point 35 metres north of Country Hill Drive to a point 32 metres north thereof, as outlined in Infrastructure Services Department report INS-12-079.” INS-12-080 - ON-STREET PARKING REGULATIONS 3. - HARDING STREET The Committee considered Infrastructure Services Department report INS-12-080, dated October 9, 2012, recommending that parking be prohibited at any time on the inner curve of Harding Street. On motion by Councillor S. Davey - it was resolved: “That the Uniform Traffic By-law be amended to prohibit parking at any time on the inner curve (odd house number side) of Harding Street from a point 55 metres north of Helena Feasby Street to a point 20 metres north thereof, as outlined in Infrastructure Services Department report INS-12-080.” INS-12-083 - ON-STREET PARKING REGULATIONS 4. - THIRD AVENUE The Committee considered Infrastructure Services Department report INS-12-083, dated October 9, 2012, recommending that parking be permitted on both sides of Third Avenue for a maximum of three hours. Mr. Jeff Durnin addressed the Committee in support of the proposed parking regulation changes for Third Avenue. He confirmed that on-street parking issues have decreased since the departure of the Canada Post office from the area. On motion by Councillor J Gazzola - it was resolved: “That the Uniform Traffic By-law be amended to permit parking for a maximum of three (3) consecutive hours on both sides of Third Avenue between Kingsway Drive and Connaught Street, as outlined in Infrastructure Services Department report INS-12-083.” CSD-12-143 - NEIGHBOURHOOD ASSOCIATION ONLINE REGISTRATION 5. The Committee considered Community Services Department report CSD-12-143, dated October 9, 2012 regarding the implementation of the online neighbourhood association program registration project. Ms. D. Campbell reviewed the report, advising that in June 2012 Council approved making online neighbourhood association program registration permanent. Further, direction was given for staff to accelerate the timeframe and expand the number of neighbourhood associations utilizing this program, while not incurring additional staffing costs. She stated that the previous cost sharing formula proposed that 14% of the revenues generated by neighbourhood associations’ programming would be retained by the City to be applied towards various project expenditures. She noted that this has since been revised so that participating neighbourhood associations are now only expected to cover approximately 4% of the project’s costs; which relate to credit card and CLASS maintenance fees. COMMUNITY AND INFRASTRUCTURE SERVICES COMMITTEE OCTOBER 15, 2012 - 84 - CITY OF KITCHENER CSD-12-143 - NEIGHBOURHOOD ASSOCIATION ONLINE REGISTRATION (CONT’D) 5. In response to questions, Ms. Campbell confirmed that the registration process for the programs offered by the Country Hills Recreation Association is anticipated to be brought online by September 2013. She indicated that initially, the senior administrators at the participating community centres would be trained to operate the online program registration; and, once comfortable with the new system, they would train the other staff at the centre. She noted that given the reduction in the costs being accommodated by the neighbourhood associations, it is not anticipated that their program fees would increase as a result of the online registration process. Councillor Y. Fernandes requested that consideration be given to expanding the online program registration to the Pioneer Park Neighbourhood Association. CSD-12-125 - KITCHENER GROWTH MANAGEMENT STRATEGY 6. - 2012 ANNUAL MONITORING REPORT Due to time constraints, this item was withdrawn. ADJOURNMENT 7. On motion, the meeting adjourned at 6:40 p.m. C.
