SUBJECT:
Leasing of City Land – Sereda Road
RECOMMENDATION:
That the City owned parcel of vacant land located on Sereda Road be declared surplus to
the City’s needs; and further
That the Mayor and Clerk be authorized to execute a lease agreement with 1291029
Ontario Limited, tolease the City owned parcel of vacant land located on Sereda Road,
described as Part 1, 58R-6980; said agreement to be to the satisfaction of the City
Solicitor.
BACKGROUND:
The owner of 1254 Union Street, known as Hacienda Sarria, has made a request of the City to
lease a vacant parcel of City owned land that abuts their property. They intend to develop the
vacant parcel of land into a parking lot to support the businesses operating out of the facility.
The additional parking is needed for events held at the Hacienda as well as for the users of the
Hacienda Garden Project operated by the Working Centre.
The subject site is located on the north side of Sereda Road and is approximately 2 acres in
area. It was formerly used by the City as an incinerator site and is contaminated. The property
had been reviewed by members of the City’s Property Management Team and it has been
deemed not needed at this time. Additionally, due to the contamination as well as the quantity of
fill on site, the property has been deemed to have limited community value. The Director of
Operations has indicated that they also have no need for the property.
The redevelopment of the property may require Site Plan Approval.
Any costs and approvals associated with the creation of the parking on City property will be at
the expense of the tenant.

ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
Leveraging Urban Land Resources is a Strategic Imperative identified within the Kitchener
Economic Development Strategy 2011-2015. Allowing the underutilized parcel on Sereda Road
to be developed into an interm parking lot will generate revenue for the City and enhance the
existing street scape along Sereda Road.
FINANCIAL IMPLICATIONS:
The terms and value of the lease will be determined at a later date pending Council approval.
