BACKGROUND: Jean Steckle Public School is currently under construction at 130 Woodbine Avenue. TRP Construction is the general contractor. They are currently in the process of pouring concrete on various dates and have experienced some concerns with the length of time involved in the concrete curing process. The concern relates to having to extend the working hours past the 7PM restriction pursuant to the City's Noise By-law. Staff received a complaint on November 16th relating to construction work after 7PM. As a result, the contractor has contacted the By- law Enforcement Division to request an exemption to this by-law requirement. Attached is a copy of their request. REPORT: Staff have had discussions with the contractor, who has explained the concerns associated with the timing of the concrete curing process at this time of the year. Once the concrete is poured, typically in the morning, staff has to continually work with it to ensure proper curing. This work can extend into the evening and overnight at this time of year when the weather conditions slow down the curing process. The primary source of noise with this type of work involves gas generators used for powering exterior lights and the gas powered trowels used in the curing process itself. 1- 1 The current project plan calls for 2 remaining concrete pours within the next 2 week period. They are not able to pinpoint the exact dates, but will advise the By-law Enforcement staff once the dates are confirmed. The contractor has also explained that these last 2 pours will take place mostly within enclosed areas, which should help reduce the noise impact beyond what has been experienced already. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: The aforementioned amendments support the Community Priority of Quality of Life, as contained in the City's Strategic Plan. FINANCIAL IMPLICATIONS: N/A COMMUNITY ENGAGEMENT: The contractor is distributing an advisory to the adjacent residential homes. The Jean Steckte Public Elementary School is a new, 2 s#orey, 71,000 sq.ft. facility #ha# will include new soccer fields and a day care far the Community. This particular construction project consists of specific concrete design mixes far concrete placement that requires our farces to work well past the allowable noise Gmit in order to complete the pours properly, io meet requirements within the f3uitding Cade and to~ meet the requirements for the City of Ktchener Building Permit. It Is not always a simple process to cons#ruct a new school for a community within an existing community. Our forces only work within allowable time limits to control noise on the site, however, the requirements for placement and finishing of concrete will require an exemption in order to continue with the project. Without an exemption to the Noise By-law, it is our opinion that the schedule for this project will be greatly affected, and the opening of the building for the community will be affected. After speaking with your office this morning, they requested that I give specific dates for the days which would require an exemption for noise. This is difficult to predict as we are subject to various weather conditions. I can inform you that we will require 3 dates within the next 3 weeks to operate beyond the allowable time. We can assure you that these 3 days do oat include Saturday or Sunday evenings. We can confirm that the first date would be this coming Wednesday evening. It would be appreciated if you office would consider a noise exemption under these circumstances.
