SUBJECT: Community Infrastructure Improvement Fund (CIIF)
Contribution Agreements
RECOMMENDATION:
That the Deputy CAO, Finance and Corporate Services, be authorized to enter into contribution
agreements on behalf of the Corporation of the City of Kitchener for funding under the
Community Infrastructure Improvement Fund with regard to the following projects, said
agreements to be subject to the satisfaction of the City Solicitor:
• Upgrades to Primary Trails, and
• Expansion of Washroom Facilities in Victoria Park
BACKGROUND:
On July 5, 2012, the Government of Canada announced the Community Infrastructure
Improvement Fund (CIIF). The CIIF is meant to support the rehabilitation and improvement of
existing community infrastructure facilities. This will improve the quality of community facilities
and provide economic benefits, including support for job creation, in communities across
Canada.
The City of Kitchener applied for CIIF funding for seven projects on the authority of a resolution
of Council passed on August 13, 2012 based on staff report FCS-12-141 (Community
Infrastructure Improvement Fund Grant Application).
REPORT:
The City of Kitchener has been notified that it has been successful in securing CIIF funding for
two projects. These two projects are Upgrades to Primary Trails (asphalt surfacing) and
Expansion of Washroom Facilities in Victoria Park. In order to finalize the acceptance process,
the City must enter into contribution agreements with the Government of Canada. The
recommendation outlined above authorizes the City to enter into contribution agreements and
incorporates the specific language required by the Government of Canada.

FINANCIAL IMPLICATIONS:
The City must fund 50% of the successful projects, while the Government of Canada (CIIF) will
fund the other 50% of eligible costs as shown in the chart below. As outlined in the original
report, the City's share of funding will come from the Recreational Land reserve fund.
