HomeMy WebLinkAbout2013-01-08HERITAGE KITCHENER MINUTES JANUARY 08, 2013 CITY OF KITCHENER The Heritage Kitchener Committee met this date, commencing at 4:05 p.m. Present: Mr. G. Zeilstra, - Chair Councillor F. Etherington, Ms. A. Oja, Ms. A. Hooykaas, Ms. E. Rudland and Messrs. J. Stevens, T. Batten, S. Thompson, and W. Trotter. Staff: L. Bensason, Coordinator of Cultural Heritage Planning C. Goodeve, Supervisor, Legislative Services C. Mahood, Heritage Planner A. Golden, Heritage Planner D. Livingstone, Committee Administrator Prior to commencement Committee folders and flash drives were circulated to all members containing information including: staff resources; Committee structure, mandate and reporting; Terms of Reference; meeting and delegation guidelines; Ontario Heritage Act and Regulations; Standards & Guidelines for the Conservation of Historic Places; Provincial Policy Statement 2005 - Cultural Heritage policies; Cultural Heritage Resource Evaluation form; Heritage Conservation District Plans; and, Heritage Impact Assessment Terms of Reference; as well as additional material on the Ontario Heritage Toolkit. WELCOME AND COMMITTEE MEMBER INTRODUCTIONS 1. Mr. L. Bensason welcomed members to Heritage Kitchener’s inaugural meeting of the 2013 / 2014 term. Each member was requested to introduce themselves and state their interest in applying to the Committee. PRESENTATION - ADVISORY COMMITTEE ROLES, RESPONSIBILITIES & 2. RELATIONSHIPS Mr. C. Goodeve gave a presentation entitled “Advisory Committee Roles, Responsibilities, and Relationships” outlining how advisory committees fit within the overall corporate context of the City of Kitchener. He pointed out ‘Appendix ‘A’ of the Code of Conduct, specific to members of advisory committees, explaining that members of Heritage Kitchener who own property designated under Part IV or Part V of the Ontario Heritage Act and are seeking consideration of a Heritage Permit Application (HPA) for said property are permitted to address the Committee regarding their HPA. However, those members are prohibited from taking part in the Committee’s deliberation and / or voting regarding that matter and are asked to leave the room once they have finished addressing the Committee. ELECTION OF COMMITTEE CHAIR AND VICE-CHAIR 3. Mr. C. Goodeve opened the floor to nominations for the position of Committee Chair. Mr. Grayson Zeilstra was nominated and agreed to stand for appointment. No further nominations were forthcoming. On motion by Mr. J. Stevens - it was resolved: “That Mr. Grayson Zeilstra, be appointed Chair of Heritage Kitchener for a term expiring November 30, 2014.” Mr. Zeilstra then opened the floor to nominations for the position of Committee Vice-Chair. Ms. Erin Rudland was nominated and agreed to stand for appointment. No further nominations were forthcoming. On motion by Mr. S. Thompson - it was resolved: “That Ms. Erin Rudland, be appointed Vice-Chair of Heritage Kitchener for a term expiring November 30, 2014.” HERITAGE KITCHENER MINUTES JANUARY 08, 2013 - 2 - CITY OF KITCHENER HERITAGE KITCHENER COMMITTEE ORIENTATION 4. Mr. L. Bensason gave a presentation entitled “Cultural Heritage Conservation & Planning in the City of Kitchener” which included an overview of functions specific to the Heritage Kitchener, namely: Cultural Heritage Resources; built heritage and cultural heritage landscapes; Conservation - identification, interpretation, protection and use; Support for Heritage Conservation; the 4-Step process for listing properties on the Municipal Heritage Register; designating properties under Part IV or Part V of the Ontario Heritage Act; an overview of the City’s Heritage Conservation Districts; the Heritage Permit Application process; and, the Mike Wagner Heritage Awards. Mr. C. Mahood gave an overview detailing the contents of the Committee material contained within the folder distributed this date, as well as the contents of the flash drive. Members were requested to bring their folders and flash drives to all future meetings as it contains important reference material and will be updated as required. 2013 HERITAGE SHOWCASE - REQUEST FOR VOLUNTEERS 5. The Committee was in receipt this date of correspondence from the Waterloo Regional Heritage Foundation, dated December 30, 2012, regarding the 2013 Heritage Showcase being held on February 16, 2013. Mr. L. Bensason reviewed the circulated correspondence, explaining that the Showcase is an annual event hosted by the Waterloo Heritage Foundation. He stated that the event is hosted concurrent with Heritage Day and provides an opportunity for local heritage groups and committees from across Waterloo Region to come together to celebrate / educate the public about local heritage. He commented that the 2013 theme is ‘Good Neighbours: Heritage Homes and Neighbourhoods,’ noting that participation in the Heritage Showcase is a Committee initiative in which members volunteer to set-up and attend the Committee’s Heritage Day Showcase Booth. He added that booths are to be set up between 7:30 a.m. and 9:15 a.m. and are on display until 5:00 p.m. that day. He then requested that members interested in participating advise staff of their availability prior to the February 5, 2013 Heritage Kitchener meeting. ADJOURNMENT 6.
