Agenda Item: Approval of the Agenda – Colin Leis

Economic Development update moved up on schedule due to time conflicts
for Rod Regier

Discussion re: Christine Michaud added to the agenda
Motion: To approve the agenda as submitted and updated.

All in favour unanimous, motion passed.
Agenda Item: BIA Staff Updates -Breanna/Trudy/Lori/Erin
Breanna: shared a powerpoint presentation of the calendar of events which the BIA
and Breanna herself are involved in. Also provided some statistics for the various
events
Trudy: shared her projects: 40 new businesses were added to downtown in 2012,
10 closed (due to short term businesses, retirements, moves)
-member engagement networking events were held every month
-4000 Downtown cards were distributed in 2012-12-24-continues to work with waste
management, construction updates, patios
Lori: informed us of the Jewelry Fashion and Gift show
-worked on the revamp of the “shopping and dining guide”; updated and combined;
2000 copies
-working on the “who to call” list for businesses
Erin: spoke on the Retail Recruitment and Retention for 2012
-vacancy rate at 12.2%; expanded the area of focus to Charles and Duke and side
streets
-advertising in SNAP offered to all new businesses
-New website was launched in June 2012- ; -updated the marketing brochure;
implemented member networking nights; had Fall and Spring Fashion shows;
-Erin attended Retail Marketing workshops; IDA in Minneapolis and Revitalizing and
Transforming summit in Hamilton

Agenda Item: __ Economic Development Update- Rod Regier
The following is a brief update on some of the projects being worked since the last
Downtown BIA Board of Directors meeting:

Review of Downtown incentive Program undergoing with respect to values
and development fees
?
Hoping to fill upper spaces of downtown buildings
?
Focus on getting new start ups from the Tannery to stay downtown when they
are ready to branch out on their own
?
City Centre negotiations with Andrin continuing; hotel component has been
completed and sent to legal for documentation etc.
?
RIM Community Engagement has pumped up-CEO thanked the community
for their support over the difficult times; Mayor Zehr added that the world is
seeing the Waterloo Region as a technology hub. It was exciting that
Thorstan Heins invited local representatives to join in community
engagement.

The downtown has a lower vacancy rate than the urban areas
Agenda Item: Approval of Past minutes – Le-Anne Pilecki
Board reviewed the minutes from November 2012 as submitted by the secretary. No
changes or additions/omissions were noted.
Motion: to approve the past minutes as submitted. Moved by John Vickery and
Seconded by Kevin Ballantyne
Agenda Item: _____ _Financial Statements (May) - Kevin Ballantyne
Board reviewed in detail all items pertaining to the November 2012 financial
statements as submitted by the treasurer. No issues or concerns were raised
based on the submission.
Motion: Kevin Ballantyne submitted the motion to approve the statements
as presented and reviewed. Second was Michael VonTeichman

Agenda Item: WRPS Update
Superintendent Darman provided an update on projects WRPS is working in the
downtown core.

Increase in vehicle theft (broken windows)-arrest was made

3 horse was added to mounted police program

New shifts engaged; provides additional officers during peak times
Agenda Item Board Meeting discussion of Christine Michaud
Christine Michaud has resigned from her position at The Record. As such Board
voted to have Christine fulfill her term on the Board until the April AGM
Motion: Colin made a motion to welcome Christine Michaud to continue her position
on the Board until the April AGM. Seconded by Michael Von Teichman.
All in favour; motion passed.
Action Item: Erin to look into the By-laws with regards to Board Members
connections and departure procedures.
